Job Description

MISSION

Under the supervision of the Deputy HR Coordinator, the Human Resource Officer supports in the administrative management of SI employee in his/her assigned area. He/She will assist in equipping SI employee with the knowledge, practical skills and motivation to carry out their work activities effectively.

POSITION

EMPLOYEE FOLLOW UP:

  • Under the supervision of his/her line manager, prepares contracts, amendments and ends of contract for employee of his/her assigned area
  • After validation and signature by the Administrative Coordinator, organizes the signature of required document(s) by employee on the due date and in compliance with donor and Solidarités International Procedures
  • Updates and ensures complete and proper documentation of the HR files and of HR digital files as per Solidarites International procedures (work contract, job description, health benefits, leaves, personal administrative folder etc…)
  • Assists, in collaboration with the Finance department and in compliance with donor and SI HR Policy, in the daily administration preparation of staff of his/her assigned area, including per diem, allowances, leaves requests and other staff requirements
  • Updates the monthly employees follow-up, records salary advance and data in the software HOMERE on weekly basis
  • Payroll: checks the monthly variables for each employee according to the attendance sheets and monthly planning and employee benefits for payroll purposes (gratuity, reallocation allowances…), enters the data for the monthly payroll in Homere
  • After validation of the payroll by the Administrative Coordinator, , ensures in collaboration with the Finance department the payment preparation and payment for his/her assigned base
  • Compiles market price information collected from the cook and update the cost of living follow up on a monthly basis
  • Collects, compiles information and update the per diem follow up on a regular basis
  • Collects, compiles and analyses any HR information as per his/her line manager request
  • Liaises with department managers in charge of appraisal, to update the training plan follow up and support the identification of training needs based on appraisal results.

RECRUITMENT :

  • Supports the recruitment process liaising with managers and Deputy HR Coordinator to ensure a closely follow up :
    • Prepares Job Announcement Vacancies
    • Advertises opened positions according to the diffusion strategy decided by her/his line manager
    • Collects and sorts applications, updates regularly the line manager about the progress,
    • Archives properly recruitment folders
  • Participates in interviews of candidates (A1 to B2 level) for the assigned area
  • Prepares the induction planning in collaboration with her/his line manager and head of department, orientates new recruited staff (A1 to B2 level) on SI HR Policy (Internal Staff Regulation, specific allowances and benefits…) and explains the content of SI HR documents and processes for the assigned area.

REPORTING/COMMUNICATION:

  • Participates to the weekly meetings and weekly reporting
  • Assists the Deputy HR Coordinator in publishing memos.
  • Reports back all information or problems linked to his/her activity to his/her line manager
  • Ensures at least monthly visits in his/her assigned area and reports any staff concern to his/her line manager
  • Ensures the publication of information on the information board
  • Participates to team building activities and events organization.

Job Requirement

Bachelor’s degree required in a relevant field, preferably in human resources

•             Having at least 2 years of experience with previous NGO human resources experience is preferable

Full understanding of HR and admin functions and best practices

•             Excellent communication skills in national languages & sound command of English language is required

•             Able to adjust her/his self with different environment

•             Ability to work under pressure

•             Proficiency in MS office and familiar with HOMERE is an asset

•             Strong organizational, analytical and interpersonal skills

•             Strong verbal and written communication skills

Strong organizational, secretarial, and planning skills with attention to details Ability to apply discretion and handle sensitive confidential information
