About Handicap International: HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Job Description
Administration :
- To maintain, collect, update and file all necessary documents/information for project staff and their personal files and manage the filling system
- Follow-up and prepare the project staff attendance (daily attendance sheet and monthly leave record) and report it to Administration Manager each month.
- To provide project staff with necessary photocopies of training documents e.g. copying/printing Beneficiary package, presentations, notes etc.
- Provide day-to-day support for administrative issues to Administration Manager.
- Scan the documents when required in HERAT Office.
- To organize and handle processing of visa and work permit cards for Herat Base Staff.
- Take care of internal flight bookings for HERAT base staff, filling the appropriate forms and documentation ensuring tickets are dissiminated in a timely fashion.
- To assist to Administration Manager in back-up processing of admin files on a weekly basis.
- To update the staff medical protection database on monthly basis and report to Log/ Admin HR Manager.
- With directions of Administration Manager. regular follow up the DoLSAMD work permit cards for new recruited staff.
- Prepare overtime calculation for staff and Compile and report to Administration Manager on regular basis.
Human Resources:
- Facilitate the transfer of HR information and documents
- Convoy HR communication to staff in base
- Photocopy and scan office documents and keep register file updated.
- Translate necessary documents from English to Arabic & vice versa when required.
- Contribute to organizing staff recruitment:
- Assist in advertisement of positions
- Make appointments with the candidates;
- Assist in Organizing recruitment tests;
- Assist in keeping recruitment file updated.
- Conduct the HR induction for new comer in base.
- Follow up and prepare the HR / administrative daily work
- Prepare the staff’s medical reimbursement ;
- Prepare and follow up the staff per diem travel request.
- Follow up the national staff accommodation and hotel bookings
- Participate in organizing meetings, workshops and others
Finance:
- Receive and check the eligibility of invoices submitted for payment (compliance with purchase voucher, required information)
- Check accuracy and consistency of purchase documentation and validation before releasing payment
- Register cash transfers, advances and payments as per authorized documents signed
- Manage advances as per HI procedure
- Provide timely cash request to maintain at all-time accurate level of cash in the cashbox
- Inform line manager on any irregularities in finance procedures, improper invoices, any discrepancy on the supporting documents
- Translate accounting documents
- Codify and file invoices and finance documentation according to Finance procedures
- Ensure double counting of the cash box is done last day of each month and Cash count template is signed
- Ensure that all transactions are recorded in the base books and supported by proper documentations
- Prepare the monthly accounting bundle of the sub-base
- Prepare the mailing of all accounting documents to be sent to coordination
- Keep at all-time the finance archiving of the base up-to-date
Job Requirement
Knowledge required
Essential
- High School Graduate
- Fluency in English and national languages (Pashto / Dari)
- Work experience in Administrative/HR/Finance position for at least 1 year

- 2 years’ experience in the related field
- Having good knowledge of Log/ administrative and HR procedures
