Job Description

We are seeking a skilled and experienced HR and Admin Officer to oversee our human resources and administrative functions. The ideal candidate will be responsible for developing and implementing HR policies and procedures, managing recruitment and onboarding processes, and ensuring compliance with labor laws and regulations. Additionally, they will oversee payroll and benefits administration, handle employee relations issues, and maintain employee records. The HR and Admin Officer will also manage administrative tasks such as office maintenance, vendor management, and procurement. The successful candidate will possess strong leadership and communication skills, along with a thorough understanding of HR principles and practices. Prepare and share the compiled report with the line manager.

Job Requirement

Job Duties and Responsibilities:

  • Manage the overall operations and logistics of VFC
  • Oversee budgeting, forecasting, and financial reporting
  • Develop and implement policies, procedures, and best practices
  • Coordinate between different teams in VFS, Operation and support teams.
  • Ensure smooth operation of VFC in terms of logistic support.
  • Make strategic decisions to drive efficiency, profitability, and growth in Admin services.
  • Manage vendor/supplier relationships and contract negotiations
  • Ensure compliance with relevant regulations and industry standards.

Human Resources (HR):

  • Recruit, hire, and onboard new employees for various position in VFC.
  • Manages and supervises all the internal and external recruitment and selection.
  • Manage employee records, payroll, benefits, and compliance.
  • Develop and maintain personnel files for all staff, ensuring all documentation is completed.
  • Employees probation tracking, follow up and confirmation
  • Arrange training courses with relevant personnel, ensuring room set-up is complete and obtaining feedback from participants.
  • Reservation of training room and follow up with arrangements
  • Issue contracts of employment and associated paperwork to all new colleagues and field staff, issue contractual amendments as necessary.
  • Ensure that all documentations prior to new employee appointment are completed
  • Managing attendance and Leave records, Provide support in documentation of staff salary payments
  • Must have sufficient knowledge of labor law of Afghanistan and salary income tax and withholding.
  • Prepare payrolls for office and field staff on monthly basis
  • Monitor scheduled absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of services.
  • Keep a proper filling system, for all administrative and HR documents (HR files)
  • Perform any other duty assigned by line manager
  • Provide training and professional development opportunities.
