About MEDAIR: Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction. An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district. The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families. An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Uruzgan, which has been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend utilisation of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.

Job Description

MAIN ACTIVITIES

  • Carry out day-to-day HR functions, described below, as they relate to national staff at the KHR base.
  • Assist line managers and Project Coordinator with recruitment, appraisal, and performance review of KHR staff. 
  • Be able to assess staff performance challenges and plan/oversee capability reviews with the support of Sr. HR/Finance Officer.
  • Maintain open and frequent communication with the Kabul HR Office concerning all HR issues with the support of HR-KHR.
  • Ensure colleagues are informed of the required HR procedures and be available to answer any HR related questions. Provide coaching and guidance as necessary when job challenges arise in leu absence of the line-manager.
  • Ensure all staff has a personnel file containing all relevant documentation and information and uploaded on BOX, according to Medair policy, Afghan Labour Law, and any donor requirements.
  • In coordination with the line-manager, work with line managers to ensure work-related records and documentation is kept according to programme procedures. This may include staff plans, attendance records, holidays, sickness, other absences, training records, other benefits, tax payments, etc.
  • Coordinate and organize the Medair monthly ethical training if needed with the coordination of the line manager.
  • Focal point for collecting and reviewing all KHR staff timesheets, scanning them, and sending to Kabul monthly, and assisting with payroll questions whenever necessary.
  • Follow-up with line-managers on the timely planning of staff leave and holidays.
  • With the support of the line-manager and coordination, Assist all staff with Medair People
  • Coordinate new staff inductions in case of the line-manager absences.
  • Follow up all complaints and feedback that come to KHR office or other field bases and assist when needed in all internal or external conflicts as an intermediate part.

Job Requirement

Education

  • Minimum 2 years diploma relevant to the position, bachelor's or master’s degree preferred.

 

Work experience

  • Total 2-3 years of experience would be required

 

Languages

  • Excellent English, Dari & Pashto
  • Language skills (written and oral) will be tested in the interview

  IT

  • Basic skills with MS Word and Excel
  • Experience using scanners, copiers, and file naming systems
  • Excellent MS Office skills
