Job Description

We are looking for an HR manager to lead our HR team. You will take ownership of all HR matters across the company from recruitment to performance reviews, wage reviews, disciplinary action, and learning and development. To perform well in this role, you should have experience as an HR manager, or other senior roles in the HR team, and knowledge around all legal requirements in this role.

  • Manage the staffing process, including recruiting, interviewing, hiring and onboarding
  • Ensure job descriptions are up to date and compliant with all local, state and federal regulations
  • Develop training materials and performance management programs to help ensure employees understand their job responsibilities
  • Create a compensation strategy for all employees based on market research and pay surveys; keeps the strategy up to date
  • Investigate employee issues and conflicts and brings them to resolution
  • Ensure the organization’s compliance with local, state and federal regulations
  • Use performance management tools to provide guidance and feedback to team
  • Ensure all company HR policies are applied consistently
  • Maintain company organization charts and employee directory
  • Partner with management to ensure strategic HR goals are aligned with business initiatives
  • Maintain HR systems and processes
  • Familiarity with Labor Law of Afghanistan
  • Conduct performance and salary reviews
  • Provide support and guidance to HR staff
  • Analyze trends in compensation and benefits
  • Design and implement employee retention strategies
  • Develop and implement HR strategies and initiatives aligned with the overall business strategy
  • Bridge management and employee relations by addressing demands, grievances or other issues
  • Manage the recruitment and selection process
  • Support current and future business needs through the development, engagement, motivation and preservation of human capital
  • Develop and monitor overall HR strategies, systems, tactics and procedures across the organization
  • Nurture a positive working environment
  • Oversee and manage a performance appraisal system that drives high performance
  • Maintain pay plan and benefits program
  • Assess training needs to apply and monitor training programs
  • Report to management and provide decision support through HR metrics
  • Ensure legal compliance throughout human resource management
  • Any other activity given by the supervisor.

Job Requirement

Education: Bachelor’s degree (Master preferred) in the field of Business Administration, Management, Economics or any other relevant field of education.

Experience: 05 years of relevant experience is required in NGOs, INGOs or Public/Private sector.

  • Practical knowledge and experience in private sector HR management systems.
  • Professional experience in preparation of presentations and other communication or training tools. 

Language: Excellent language proficiency in spoken and written Dari, Pashto and English.

Other Skills Required:

  • Excellent interpersonal skills, must be capable of working both individually and as part of a team, be able to create a supportive working relationship among all project teams.
  • Maturity and ability to work long hours under pressure is essential.
  • High attention to details and excellent analytical skills.
  • Should be willing to travel to provinces.
