Job Description
We are looking for a Human Resources Manager to lead and direct the human resources functions of the organization by ensuring adherence of the Human Resources practices and activities to the national legislation, and Hagar International policies and procedures.
He/ she should be familiar with manpower planning, recruitment & selection, performance management, learning & development, HR compliance, compensation and benefits, and employee relationship building. Our ideal candidate demonstrates an interest in managing Human Resources activities, including staffing, induction, leave & payroll management, contract management, and performance appraisal. The incumbent should also have excellent organizational skills and be able to handle time-sensitive tasks.
Ultimately, he/ she will be responsible for the day-to-day management of the human resource administration and procedures.
Job Requirement
Main Duties & Responsibilities
- Work with the Executive Director (ED) to create and update HR documents and policies which are clear and easy to understand as and when needed.
- Develop and implement HR strategies and initiatives aligned with the overall business strategy, supporting the Executive Director (ED) on processes like Workforce Planning, Staff Well Being, and Change Management as well other strategic initiatives.
- Develop and monitor overall HR strategies, systems, tactics, and procedures across the organization.
- Maintain management and employee relations by addressing demands, grievances or other issues.
- Oversee and manage a performance appraisal system that drives high-performance reviews on time and update/ renew all staff contracts as instructed.
- Assess training needs to apply and monitor training programs.
- Report to management and provide decision support through HR metrics.
- Ensure legal compliance throughout human resource management.
- Make sure all the HR policies and contracts are available in Dari if so required.
- Ensure that there are signatures on all policies, guidelines, contracts, and reference checks and ensure they are filed correctly.
- Follow the Employee checklist upon arrival and departure of all new employees.
- Provide orientation for new staff, including an introduction to HR and organizational policies.
- Advising line managers and other employees on employment law and the employer's own employment policies and procedures.
- Keep expatriate files up to date, including copies of relevant documents to renew visas and work permits. Work with the national Administrator to schedule renewals and ensure that all applications are made in a timely manner.
- Coordinate recruitment by advertising new jobs on ACBAR, gathering CVs, working out interview schedules, and being part of interview committees.
- Ensure that records relating to staff leave of all kinds are recorded and up to date.
- Ensure that staff attendance sheets and registration sheets are in place to record Time in and Time out.
- Obtain business cards and ID cards for all new staff and ensure these are kept updated.
- Negotiating salaries, contracts, working conditions or redundancy packages with staff and representatives.
- Preparing and implementing staff monthly salary Payroll.
- Other tasks as required by ED in the organization to assist the work of the Hagar.
Key Selection Criteria
Education:
- Bachelor’s Degree in Business Administration, Commerce, Public Administration, Economics, or any related field, Master's degree is preferred.
- Excellent people management and administrative skills, with the ability to deliver best practices in human resource management.
- Advanced knowledge of Microsoft Office.
Experience:
- A minimum of 5 years of human resource management experience, at least two years with an International NGO
- Have experience in developing HR policies & strategies
- In-depth knowledge of labor law and HR best practices particularly disciplinary procedures
Skills and Personal Attributes:
- Excellent verbal and written communication skills in National languages (Pashtu & Dari) and English
- Computer proficiency
- Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
