About Chemonics/CBA: Capacity Building Activity (CBA) is a five-year USAID-funded activity. USAID’s Afghanistan Capacity Building Activity (CBA) was designed to support the Ministry of Education (MoE) to achieve the goals of its 2017-2022 National Education Strategic Plan III (NESP III) by helping build its capacity to deliver high quality education services to the Afghan people. CBA interventions are developed in partnership with the MoE and designed to strengthen policies, procedures, and personnel capacity. Through these interventions, CBA will help the MoE improve its systems, governance, and accountability in Afghanistan’s education sector and thereby enable the MoE to deliver better education services in five provinces. Specifically, CBA will work with MoE staff to improve critical systems and increase the Ministry’s transparency and accountability to stakeholder. CBA will focus on: 1- Education management information system (EMIS) 2- Teacher recruitment system 3- Payroll system 4- Internal audit systems 5- Resource planning, allocation and execution CBA will also build the capacity of community members and civil society organizations to do oversight of the education services at central, provincial and district levels.
Job Description
Chemonics International, a leading international development company, seeks an Internal Audit Lead for the USAID-funded Afghanistan Capacity Building Activity (CBA) with the Ministry of Education (MoE). The project will improve governance and accountability in the education sector of Afghanistan and support MOE in meeting the ambitious goals set forth in its 2017-2022 National Education Strategic Plan. Capacity building activities will specifically address MoE’s systems and procedures that lead to better provision of education services. The Internal Audit Lead will be responsible for conducting OJT and development of policies and audit checklists. The Internal Audit Lead will work closely with project colleagues and counterparts at the ministry to strengthen internal audit functions to improve accountability and combat corruption.
- Develop a strategic plan for the Internal Audit Directorate of MoE.
- Develop an internal audit documentation’s retention policy.
- Develop pro-forma audit programs and checklists.
- Develop training materials for approved internal audit and fraud prevention and anti-corruption training programs as specified by and under the supervision of the SITE IA.
- Oversee translation of all materials from English into Dari.
- Assist with delivery of training programs.
- Facilitate and attend meetings of the Technical Working Group.
- Provide on-the-job training and other technical support as required by MOE Internal Audit Department.
- Undertake other tasks as requested by the Team Leader, Deputy Team Leader and SITE IA.
Job Requirement
- A Bachelor’s degree is required, a Master’s degree is preferred, in a relevant subject.
- A relevant Professional Qualification such as CIA, ACCA is an asset.
- 5 years of relevant experience in internal or external audit in a capacity building or executive position in either the public or private sector is required with a Master’s degree, or 7 years of relevant experience with a Bachelor’s degree.
- Experience developing the institutional capacity of government institutions, including training, and/or experience in education management in Afghanistan preferred.
- International Auditing Standards (internal or external) and related technical materials.
- Strong communication and presentation skills, including both written and oral, in English, Dari and Pashto.
- Ability to work effectively with government and donor counterparts.
- Demonstrated hard working, using initiative, flexibility and integrity.
