About Humanitarian Assistance Society - HAS: Humanitarian Assistance Society (HAS) is a non- profit, non-political, and non-governmental organization. It is registered with the Ministry of Economy under license # 5824, HAS works to support the struggle against poverty, hunger, and social injustice. We work in a variety of sectors including health and nutrition, water, sanitation and hygiene (WASH), good governance, capacity building, social justice awareness-raising, advocacy, and human rights promotion and protection. HAS has been helping vulnerable Afghan communities since 2005 through launching different interventions in more than 30 provinces of Afghanistan.
Job Description
- Responsible for overall project/s financial and accounting related management;
- Ensure proper procurement of goods and logistics in line with HAS finance and procurement manual;
- Ensure maintenance of all HAS provincial-level expenses and cash-related documents, data, and reports (cash flow, vouchers, payroll, currency exchange, etc.);
- future full compliance with financial activities, financial recording/reporting system, and audit follow-up with organization rules, regulations, policies, and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;
- Frequent and regular field visits to ensure proper implementation of the project;
- Ensure to prepare quarterly financial progress reports are in line with donor and HAS policy and guidelines;
- Ensure technical support to project management for revision, modification, and adjusting project budget; control budgetary status versus authorized spending limits and budget delivery levels. Regularly monitor project expenses and ensure the cost occurred within the approved budget line;
- Preparation of monthly budget analysis;
- Prepare monthly cash requests by the budget plan;
- Process the advance requests and reconcile them with the country office finance unit;
- Any other tasks and responsibilities required for the project implementation and requested by the direct supervisor and central office authorities.
Job Requirement
Education & Qualifications: MBA will be considered a plus. BBA or BSc degree required.
Experience: At least three years of practical experience in financial management at NGOs and reputable organizations
Training: Proven records of training in accounting standards
Technology: Proficiency in financial software, MS Word, Excel
Language: Fluent in verbal and written English and Dari/Pashto
Communication: Excellent in communicating with people, written/verbal
