About Dutch Committee for Afghanistan (DCA): DCA has been present in Afghanistan since 1988, focusing its interventions to herders and pastoralists communities’ resilience and enabling them to achieve long-term, inclusive and equitable development. DCA is currently implementing several livestock development and humanitarian program in 15 Provinces of Afghanistan. In 2021, we were able to benefit more than 586,000 vulnerable Afghans in building their resilience. DCA’s mission is to reduce poverty and increase food security for the people of Afghanistan by protecting the livelihoods assets and building resilience. Our livelihoods approach sits at the nexus of humanitarian, development, and peacebuilding, and focuses on building resilience in a conflict-setting. DCA’s community driven approach is built upon four major pillars: food security and livelihoods improvement, extension, value chain development, and institutional capacities. Together, these four fields of activity constitute a powerful mix to drive our mission. Gender equality and one health (the interface between human, animal and environmental health stressing on new pandemics and epidemics such as COV-19) will continue to be our fundamental guiding principles. Project background: DCA, along with its partners, 72 livestock value chain companies and the grassroots communities has been engaged in building the livestock market systems development in the last 3 decades. This project will focus on inclusive livestock value and supply chains (specifically small ruminants’ inputs and their byproducts) from the grassroots to district, provincial and national levels. Our recent survey indicated that the demand for livestock inputs and final byproducts such as carpets, and entrepreneurial skills among the communities in the project targets is growing. Through implementation of inclusive value chains at each level of the production and marketing of the products, people at high risk of vulnerability will be parts of the project. Although the products for the chain are selected based on the priorities at the initial assessment and baseline surveys, we also agree that those value chains implemented under the sister project of DAI will not be prioritized. The Goal of the project is to enhance access to livelihoods, and income using inclusive, market-driven and sustainable development to 27,471 direct and 192,297 indirect beneficiaries of the production and value chain actors through the establishment of new or already existing sales points (stop shops). With focus in 21 provinces of the Central, Southern, Northern, Eastern and Western Regions due to the potential of cashmere and wool, the project addresses livelihoods improvement and income generation through engagement of the farmers/herders and stop shops. The project maintains existing businesses along the value chains of small ruminants for pastoralists and farmers in the target provinces. DCA equips existing paravets and the VFU networks to increase access to livestock services; increase value chains of selected products (wool and cashmere); improve supply of livestock feed through voucher systems; and organize men and women to buy products from the stop-shops using the voucher. The project has 3 outcomes: Outcome 1: Increased prices of livestock products (cashmere and wool) compared to the sales price in the villages through linkages with stop-shops to pastoral and agrarian women and men in the target provinces. Outcome 2: Existing sales points and stop-shops strengthened in villages, districts, and provinces to promote access of small ruminant products from farmers/pastoralists in the target areas. Income generated for producers, sellers, and buyers. Outcome 3: The quality and quantity of cashmere and wool sold to cashmere exporters and carpet wool related businesses enhanced.
Job Description
General Position Summary:
The Market Advisor will be responsible for baseline survey of the real-time prices of wool/cashmere and related inputs, continuous market assessment, recommendations based on the findings of the market and implementation of the project activities including stop-shops/sales points and wool/cashmere value chain in the targeted provinces/districts/villages. S/He will be responsible for the coordination of the project activities with all stakeholders at the regional/province levels.
Duties and Responsibilities
- Map and evaluate cashmere and wool supply chain and recommend additional priority opportunities for value chain development in the livestock sector based on market analysis report;
- Carry out a baseline study on the real time prices and follow up the price changes over time of cashmere, wool and other livestock inputs and outputs.
- Investigate the economic viability of cashmere, wool, stop-shops/sales-points, and VFU business with respect to surrounding customer trends, competition etc.
- Support suppliers of wool and cashmere to improve and standardize the quality of their products and add value to increase the prices.
- Identify the contents of business-related training courses and provide the training for stop-shops and other businesses based on proper need assessment working with the training group
- Support in finding suitable credit lines such as micro-finances for sales-points and private businesses involved in wool and cashmere processing
- Identify potential agro- business opportunities and assist entrepreneurs and prospective investors by providing advises and technical support, including business case development, economic viability analysis, risk assessments and feasibility of value chain projects;
- Assist in the formation of value chain partnerships and networks, notably by assessing and reviewing existing value chain priorities and stakeholder. This includes but not limited to creating linkages, exposure visits between sales-points, leading the provincial ag-fair etc.
- Assist, support and actively participate in agribusiness working group meetings
- Assist the distribution of working capital for stop-shops and vouchers to farmers/herders
- Attend meetings/workshops related to small business marketing, credit lines etc
- Frequent communication, documentation and reporting to the line manager
- Coordinate and communicate relevant activities between projects
- Other activities as requested by the line manager
Job Requirement
- Bachelor or masters degree in Marketing, Value Chain Development, Market Systems Development, International Development, Agribusiness, Agriculture Economics, Economics, or similar, is required;
- Work experiences At least 4 years of technical work experience required in the area of livelihood or agribusiness project development and implementation; .
- Strong interpersonal and communication skills to deal with community.
- Excellent teamwork with the project, program, finance and operations departments
- Time management skills meeting deadlines in delivering field activities and reporting
- Excellent verbal/written knowledge of Pashto, Dari and English.
- Computer literacy in MS Office packages and spreadsheets will be an asset
- Should be able to travel within the targeted locations.
