About War Child UK: War Child was established in 1993 as a response to the brutal effects of conflict on children during the Balkans war. We are currently operational in Iraq, Afghanistan, Jordan, Uganda, the Democratic Republic of Congo and Central African Republic. War Child UK started its operation in the Western Region of Afghanistan in 2003 working in three (3) thematic areas namely Education, Protection and Livelihood. War Child UK’s main office is located in Kabul and a sub-office in Herat and Badghis.

Job Description

Job Purpose

To ensure the effective planning and delivery of all transport for organisational activities, while monitoring effective vehicle maintenance and regular servicing and to manage the procurement team to source quotations and supplies/goods using professional, honest and trustworthy suppliers upholding our procurement procedures and conflict of interest policy and as HR Officer will be responsible for administrative tasks of HR department which include recruitment, filling system and under direct supervision of HR Manager He or She will be responsible for the following duties and responsibilities.

HR

Support the Kabul Office HR in recruitment of Herat Office vacant positions.
Make sure timesheets are submitted on time and correctly filled by all employees and send them to Kabul for payroll process
Assure that employee performance evaluations are completed as scheduled and filed in a separate file.
Track and record the leaves of all Herat Office staff.
Maintain and update the personnel files as per instructions of HR Manager:
Ensure that the Induction system is followed and provided by the relevant managers to the new employees within one week of commencement of the contract.
Oversee the clearance of terminated employees as per WCUK Afghanistan policies and procedures
Any other related task assigned by HR Manager.

Procurement:

Daily coordination of WCUK procurement activities;
Procure (local, regional, international) quality goods and services in compliance with WCUK policies and procedures, including Purchase Committee proceedings/results.
Conduct quarterly market surveys of regularly purchased good/supplies, and maintain a preferred vendors list.  Share information with Purchase Committee for relevant purchasing decisions.
Negotiate with vendors for favorable rates, including preferred rates with select vendors.
Establish vendor accounts for delivery and billing services.
Prepare accurate monthly procurement reports.
Ensure that Goods Received Notes (GRN), Purchase Requisition, Purchase Order are recorded, and bills for payment with finance have appropriate approvals.
.Ensure that bills and goods receipts are intact.
Prepare liquidation of Cash Advances as soon as purchasing is done
Do purchasing of goods/items the office requires on agreed dates (Mondays and Wednesday)s and liquidation every Tuesday and Thursdays to ensure that purchasing and liquidation is done in an organized manner
Assist traveling expats in going to airport.
Understand program and operations staff and visitor transportation needs, and schedule drivers weekly to meet those needs; document weekly transportation plans.
Ensure responsiveness to changing and emergency staff/visitor transportation needs.
Oversee driver attendance and overtime records/timesheet submission.
Ensure all vehicles are well maintained and prepare vehicle maintenance reports
Any other task deemed necessary or as required by the Line Manager.

Job Requirement

University Degree
At least 4 Years’ experience.
Proficiency in English, Pashto and Persian languages is highly essential, [i.e., reading, writing and speaking]
Highly objective, dependable, emotionally mature, sociable and communicative with good verbal and written communications skills.
Must possess good interpersonal, mediation, negotiation and conflict resolution skills.
Patient and with good understanding of humanitarian and development work.
Hardworking and able to work with people from different backgrounds.
Honest and accountable.
Flexible and can work under pressure.
Commitment and to understand of War Child UK values.
