About Voice of Women Organization: Voice of Women Organization (VWO) is an Afghanistan-based non-governmental, non-profit, non-political, and non-partisan organization that specifically strives for the revival of women’s role in Afghan societies through advocacy for women’s rights, their legal and social protection, and their capacity building. VWO informally established in Kabul in 1998 and was registered with the Government of Afghanistan as the first women’s organization in the post-Taliban setup. The organization has since carried out scores of projects for the socio-economic advancement of Afghan women and girls. Voice of women organization established a headquarter office in 2004 in Herat province. In the beginning, it focused on women-related matters, and later on, in 2005, VWO established the first women protection center in Herat province.

Job Description

Title: HR Officer

Dept./Location: HR / Herat, Afghanistan

Reports to: Senior HR Officer

Description:

At this time of change in the country, we need an experienced and dynamic individual, to take responsibility for a number of pending new recruitments, and make sure that the HR office is compliant in filing of documentation, on all HR related activities. He/she is also responsible to provide HR support to HR department as explained under specific responsibilities and to perform the functions in an appropriate manner as per VWO policies and organizational requirements.

Responsibilities:

  • Responsible and conducting recruitment and induction (orientation) of new VWO employees.
  • Manage HR functions including but not limited to: Recruitment, posting of jobs, sorting applications, arrangements for written test/interviews, staff contracts, leave administration, performance evaluations of staff, and staff exit management.
  • Ensure all personnel files and HR related files and documents are maintained in a fully compliant manner.
  • Check the employee personal file and complete the missing documents.
  • Maintain the strictest confidentiality in relation to the work of human resource management including not only personnel records, but day to day human resource actions.
  • Assist the Senior HR Officer in annual reviews of the HR Policy, providing suggestions for improvements, changes and assisting in preparation of revisions.
  • Responsible for collection and verification of all staff timesheets, attendance sheets and leave forms of staff on a monthly basis.
  • Act as HR Officer in absence of Senior HR Officer.
  • Working with all departments and line manager/supervisors to understand and implement policies and procedures.
  • Making sure that staff have updated job descriptions, and assist management team, program and project managers in drafting and reviewing required job descriptions for support, program and project positions.
  • Participates in the conduct of investigations when employee complaints or concerns are brought forth and also participate in the conduct of investigation of disciplinary matters as well.
  • Participating in administrative staff meetings.
  • Perform any other relevant assignments/ duties that might be assigned by direct supervisor.
  • Protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility and all staff are required to adhere to VWO Sexual Exploitation and Abuse (PSEA) and VWO Code of Conduct Policy, that enshrines principles of PSEA, at all times.

Position Requirements: (Qualifications)

  • The applicant must hold a university degree in Human Resources Management, Business Administration, Social Sciences or any other related discipline, candidate with a master’s degree will be given preference.
  • Minimum 3 years of professional experience in HR, with national and international NGOs.
  • Strong working knowledge of Human Resources Policies and Procedures.
  • Having excellent oral and written communication skills in English, Dari and Pashto.
  • Strong interpersonal communication skills.
  • Ability to work under pressure and to travel to provincial field offices. 
  • Strict attention to details.
