Job Description

Recruitment and Retention:

  • Develop and oversee recruitment & hiring process for all programs and back office.
  • Prepare job advertisements prior to posting and share with relevant departments for final approval.
  • Screen CVs, prepare longlist and shortlist and share with relevant departments for final shortlisting process.
  • Coordinate and schedule interview and written test and inform relevant managers and panel members, participate in interviewing candidates and ensure the recruitment process is transparent.  
  • Conduct reference check with new selected candidates.
  • Prepare job offer, employment contract and other necessary hiring documents.
  • Prepare monthly recruitment reports to HR/Admin Manager.
  • Prepare and process termination letters, work certificates and exit forms.

Time & Attendance & Leave Management:

  • Manage Timesheets for office, ensuring timely submission, approval, accuracy, and filing.
  • Provide staff time sheet records and circulate staff time sheets at the beginning of each month.
  • Update and maintain the system to track vacation, sick, holiday and other leaves.
  • Collect all time sheets, check against attendance records, leave approvals, and records all approved leaves.
  • Develop and maintain leave trackers for all programs and projects.
  • Prepare and send leave balance data sheet to site supervisors, managers and management.
  • Collect all leave forms on a timely manner and update the leave tracker accordingly.
  • Ensures all staff understand and comply with attendance procedures and monitors regularly.
  • Preparation and provision of required documents for the new staff.

Payroll and Budget:

  • Prepare monthly staff changes report (termination, resignation, new hire, salary change etc.) to share with HR/Admin Manger.
  • Report any salary adjustment, bonus, allowance etc. at the end of each month to HR/Admin Manager
  • Be familiar with payrolls process and fundamentals.
  • Check budget & pre-approvals for any financial issues with Finance Department and relevant departments.

Administration:

  • Ensure smooth running of all administrative functions for all departments and projects
  • Conduct flight arrangements for staff and contractors
  • Get itinerary for new flight booking and coordinate with contracted travel agencies.
  • Prepare and process summary expenditure forms and purchase requests forms on monthly basis.
  • Prepare holiday memos and share with staff.
  • Assist in preparation of staff ID cards and recording.
  • Prepare corresponding letters and register letter in-and-out.
  • Provision of employee’s information to the finance department for bank account opening.

Training and Development and Performance Maintenance:

  • Evaluate the need for employee training and development and make recommendations.
  • Oversee the coordination and implementation of annual performance reviews.
  • Assist in preparing and conducting trainings, workshops, seminars and other orientation programs that are being developed.

Job Requirement

Education Qualification & Work Experience:

  • Bachelors’ Degree in Business Administration, Social Science or any other related discipline.
  • At least 5-7 years of relevant experience in HR Management (Performance Management, Leave & Attendance Management, Recruitment and Compensation), Administration, and some Financial Management with international organizations.
  • Strong interpersonal skills, ability to communicate well both orally and in writing and manage well at all levels of the organization.
  • Strong problem solving and creative thinking skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
  • Ability to motivate teams to produce quality materials within tight time frames and simultaneously manage multiple projects.
