Job Description
Responsible for technical direction and implementation of strategies and interventions—including on-going coaching and mentoring— to increase the effectiveness in governance and management to achieve a more participatory, transparent, and accountable organizational culture, as well as to project management and operations capacity within supported NGO management teams for improved planning, management, and execution of priority health and social welfare interventions. He (She) is part of the project technical team and serves as key personnel related to the health leadership, management, and governance and reports directly to Principal Advisor for Organizational Capacity Building but works together with other technical advisors of the project to collaborate on achieving project objectives.
Technical Activities
- Lead the design and implementation of technical support activities related to governance and management strengthening at NGO provincial offices, in the province of reference and surrounding provinces as per AFIAT activity expansion.
- Support the application of evidence-based practices and conceptual frameworks and models to solve pertinent organizational governance issues and challenges surrounding rural healthcare systems, as informed by in-depth analyses.
- Build the capacity of the NGO leadership and relevant managers to effectively plan, manage rural healthcare interventions, and oversee essential governance and management functions. This includes contributing to the adaptation and implementation of the PROGRES tool for BHPS implementing NGOs, to help improve and streamline priority systems such as supervision and performance monitoring of health services, procurement, budget allocation and execution, stakeholder/community engagement, city facility challenges.
- Support NGOs to effectively mobilize the TA made available by AFIAT and other partners to maximize attainment of results in an efficient manner, including the participatory design and implementation of a capacity-building plan in leadership and management in the organization and the supported health facilities.
- Is responsible for technical analysis, judgment, and planning activities with the supported NGOs related to the leadership, management, and governance in consultation with his/her supervisor and in order to problem solving and reorientation and/or adjust the project strategy if necessary.
- Establish and manage a database with statistical and logistical aspects to the leadership and management activities, in collaboration with the AFIAT M&E team.
- Conduct regular field visits through a supportive supervision approach according to a previously established plan and participate in the design and implementation of a monitoring and evaluation plan to ensure that leadership and management interventions are aligned with a quality standard.
- Ensure regular monitoring and provide regular reports as required (quarterly and annual) to the Kabul office and the donor.
- Participate and represents the project in technical meetings related to his area of expertise in coordination with other partners.
- Carry out additional responsibilities as may be needed or assigned.
Job Requirement
REQUIRED MINIMUM EDUCATION:
- Doctor of Medicine or Master’s Degree (or equivalent) in Public Administration, Public Health, Health Policy, or related field is required.
REQUIRED MINIMUM EXPERIENCE:
- At least seven (7) years of experience in strengthening health governance, leadership and management development, institutional/organizational capacity building, and human resource systems.
KNOWLEDGE AND SKILLS:
- Prior experience and success working in similar or larger international donor-funded projects.
- Proven record of aligning diverse, multi-disciplinary teams with project mission and vision.
- Prior experience applying the LDP approach to health project and system management is desirable
- Ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, and donor organizations.
- Demonstrated strategic ability, diplomacy, conflict management, team building, supervisory, written and oral communication, and negotiation skills.
- Willingness to reside in the target city.
- Knowledge and competency in communication for behavior change are also highly desirable.
- Skill in the programs and projects design and development is desirable.
COMPETENCIES:
- Excellent written and oral communication skills both in local languages and English.
- Competency in applying the challenge model in the public health sector. Have strong leadership qualities, extensive developing country experience, broad technical and management expertise, and demonstrated success in working in large, complex donor-funded technical assistance activities in developing countries.
