About HEWAD, Reconstruction, Health & Humanitarian Assistance Committee: HEWAD is a non-governmental, non-political and non-profitable charity organization established in 1994 to provide Medical, Educational, Social and Humanitarian Assistance to needy people of Afghanistan. HEWAD implements primary health care to needy people of Afghanistan, and within those focuses on the provision of health care to the most vulnerable group, children, and women. HEWAD provides perfect health education, information, and service to Afghans in order to improve their living conditions. Also, special emphasis will be on the Health, capacity building, the community development and the alleviation of poverty. HEWAD is seeking for qualify HR and Admin Manager who can fully under take the responsibilities of the mentioned positon in the organization.
Job Description
Human Resource Specific Responsibilities:
- Implementing HR strategy including recruitment and selection policy/practices, discipline, grievance, counseling, pay and conditions, contracts, training and development, succession planning, morale and motivation, culture and attitudinal development, performance appraisals and quality management issues
- Liaising with other functional/departmental managers so as to understand all necessary aspects and needs of HR development, and to ensure they are fully informed of HR objectives, purposes and achievements
- Establishing and maintaining appropriate systems for measuring necessary aspects of HR development
- Ensure that the required job is announced on time through ACBAR and other relevant sources.
- Screening all the received applications with cooperation of relevant department manager and select qualified applicants for writing examination or interview.
- Review or prepare ToR for each category of staff according to the duties and responsibilities of each position with close consultation with concerned Line-Manager.
- Conduct Performance Appraisal on the annual basis or whenever necessary. Summarize the result of the appraisal and submit it to Country Director/ program Coordinator.
- Conducting Training Needs Assessment (TNA) of the staff in the Organization and ensure training needs are appropriately met.
- Prepare end of service/recommendation certificate for the staff who are leaving organization;
- Write proposal content, including technical sections, management and staffing sections, resumes, and executive summaries
- Review and edit sections drafted by other contributors.
- Promote writing and documentation best practices across the organization that support the Business Development/Growth & Strategy team and proposal response activities
- Daily Monitor and supervise personnel and HR databases. Ensure these are constantly updated and improved.
- Control the attendance report of the main office as well as the field offices and report to the finance department if any absenteeism is occurring.
- Design and deliver training on all HR related and human resource development issues as required.
- Supervise and maintenance of personnel files and all other documentation;
Administrative specific Responsibilities:
- Managing, Planning, Organizing and controlling administration related issues within the organization.
- Overseeing all the administration and Logistic activities such as procurements, accommodation, travels & transport related issues, store and inventory and other relevant matters.
- Co-ordinate closely with Program Coordinator in order to ensure compatibility between the transactions/expenditures/payments and the budget control in the administration section.
- Prepare the annual budgets for the administration department with close follow up of the expenditures.
- Prepare and manage lease agreements for the office and staff house buildings as well as letter and memo for the official purpose.
- Ensure technical support to the program coordinator interim of administrative issue.
- Make sure that HEWAD personnel and admin manual are fully implemented in the organization.
- Make sure that the HEWAD Policies, Guidelines, Procedures and Manuals regarding the program and staff are implemented in over all organization.
- Represent HEWAD at external meetings in the NGOs coordination meeting, HR Meetings etc.
- Supervise the procurement process and make sure that the procurement is according to the admin and finance manual.
- Manage and Control all HEWAD Fix Assets in the main office as well as in the field offices and projects.
- Maintain close relationships with Government Departments, NGOs and UN.
