Job Description

  • Preparing/Updating of Procurement and logistic Plan of the project as and when required and follow up with various unit heads for getting the Procurement Requests submitted.
  • Preparing/reviewing Bidding Documents (under UNHCR/CPM procedures) for Goods and Works (as per Standard Bidding documents and Guidelines of ACHRO procurement manual) including their issue/dispatch and coordination for providing required clarifications.
  • Preparation/review of Invitation for Bid (IFB) and ensuring their publication/notification to prospective bidders.
  • Preparation/review of Request for Expression of Interest (REOI) for consultancy Services and individual consultants and arranging their publication and preparation of EOI Evaluation/Short listing Reports in close coordination/guidance.
  • Preparing Request for Proposals (RFQ) for various consulting services.
  • Arranging pre-bid/pre-proposal conferences and preparing/reviewing/circulating their minutes.
  • Opening of Technical/financial proposals and Bids by following ACHRO procurement procedures and preparing/reviewing minutes of bid opening and required tabulation statements for preliminary check of bids and arithmetical checks.
  • Convening Evaluation Committee Meetings for evaluation of various proposals and Bids and also act as member of the evaluation committee teams and preparing the draft Proposal/Bid Evaluation Reports and obtaining required clearances/approvals of donors/competent authorities.
  • Helping in handling variations in contracts and preparing and issuing Contract Amendments/Extensions etc.
  • Monitoring various procurement activities to ensure timely procurement of all Goods, Works and Consultancy Services as per the laid down targets/time lines.
  • Ensuring record keeping for maintaining proper documentation of all procurement activities ensuring proper filing system for all procurement documents.
  • Maintaining close Liaison with various Departments/units (such as Admin and Finance) for various procurement, contract execution (custom clearance, amendments etc.) and payment related issues.
  • Any other logistic related duties assigned by project Manager and/or senior management
  • Travels to Provinces

Job Requirement

  • Bachelor degree in business administration or any other relevant fields.
  • Excellent command on local languages plus English;
  • Excellent organizational skills
  • possess cultural awareness and sensitivity
  • demonstrate sound work ethics
