Job Description

The MEAL Database Officer will work on and ensure that data collection and reporting tasks are carried out according to PIN standards and project/programme requirements. He/she is responsible for maintaining and upgrading the project’s database, conducting data analysis and supporting the design of various database tools and instruments.

Job Requirement

Responsibilities:

The MEAL Database Officer is responsible for, but not limited to, the following work areas and duties:

  1. Coordination
    • Coordinate with the MEAL Manager and project teams to provide timely data collection tools in line with donor requirements on beneficiary information (verification, baseline, end-line, PDM data bases, rapid market assessments);
    • Liaise with MEAL Manager on SOPs for data collection procedure, quality assurance and ethical guidelines. Ensure field teams are aware and trained on SOPs and raise any concerns with the MEAL Manager. Foster good coordination and relationships and timely sharing of key issues related to Data management;
    • Act as focal point for qualitative data analysis and reporting. Support the MEAL team in revision and finalization of data collection and analysis tools based on the project design;
    • Ensure SOPs for data management, storage, quality assurance and ethical collection are circulated with all mission staff
  1. Reporting, data analysis and data management products
  • Coordinate with MEAL Officers, Assistants and enumerators any ongoing data collection and proper data entry, ensuring all tools are properly prepared, translated and tested.
  • Ensure the data cleaning, clearing and archiving of database. Ensure proper filing of hard and soft copies of survey questionnaires, lists of beneficiaries or other data collection tools or documents;
  • Contribute to the creation of new tools, project databases, questionnaires and forms.
  • Regular communication with MEAL team for activity planning of verifications, baseline distribution monitoring, post-distribution monitoring, vendors monitoring, market assessment and ad hoc monitoring
  • Support where necessary in report writing and analysis (baseline, end-line, assessments, PDM analysis). Reporting duties should be discussed with MEAL Manager, dependent on team workload.
  • Generate data visualization such as charts, graphs, tables to be included in communication tools, reports, assessments, and any other documents as per needs
  • Implement proper backup, restore, data validation, and security procedures to ensure data integrity and availability, as per PIN’s GDPR policy
  1. QUALIFICATIONS AND PREFERRED SKILLS 

Essential requirements

  • (Preferred) Bachelor’s degree or (Minimum required) Higher Secondary School Completion Certificate;
  • At least 4 years of experience in MEAL related activities, including experience as a database assistant/officer
  • Really good knowledge of Kobo and Excel
  • Good knowledge in data analysis
  • Work as part of the team to meet objectives and targets of the projects, using established internal processes.
  • Experience with community mobilization in a rural and/or insecure context, including marginalized populations, especially women, in community activities;
  • Fluency with of Dari and Pashto

 Required competencies:

  • Excellent communication, facilitation, social and presentation skills with ability to interact effectively and harmoniously;
  • Ability to work as part of a team;
  • Computer skills and English knowledge is an asset;
  • Excellent communication and motivational skills.
