About Dutch Committee for Afghanistan (DCA): About DCA DCA has been present in Afghanistan since 1988, focusing its interventions to herders and pastoralists communities’ resilience and enabling them to achieve long-term, inclusive and equitable development. DCA is currently implementing several livestock development and humanitarian programs in 29 Provinces of Afghanistan. In 2023, we were able to benefit more than half million vulnerable Afghans in building their resilience. Project background: The Project for Strengthening Counternarcotics Capacities contributes to addressing these challenges by improving the well-being of the Afghan people by increasing licit incomes in poppy-growing communities. The outcome of the project is to "sustain the affected population through alternative sources of income and sustenance targeting 3,282 beneficiaries, to enhance income and sustain the livelihood of the beneficiaries, the project will follow an integrated approach to support the same farmers with various activities or interventions. Job Description
General Position Summary
The MEAL Officer will be responsible for a baseline survey of the agriculture and livestock-related inputs, continuous field visits, beneficiary profile registration using a smartphone through KOBO application, reporting key findings of the field visits to MEAL unit, and monitoring and evaluating project activities across the targeted provinces/districts/villages. She/He will be responsible for the coordination of the project activities with all stakeholders at the regional/province levels, and generate and submit on-time progress reports with the project manager.
DUTIES AND RESPONSIBILITIES:
- Ensure close communication and coordination with the project team and other relevant stakeholders.
- Assist with developing standard M&E instruments such as interview questioners for baseline surveys and updating data in the M&E-developed database.
- Conduct training to explain the M&E procedure to the project staff.
- Draft and document case-study, and success stories on the project progress and achievement.
- Development of monthly and quarterly monitoring plan and ensure its implementation.
- Regular field visits for monitoring the activities (Agricultural and livestock-related and other planned activities under the project) at the targeted district.
- Prepare success stories, good practices, and critical learned lessons to be used for progress reports and evaluation of the project.
- Analyze risks and assist the project manager in taking proactive role in developing and implementing risk mitigation strategies.
- Ensure monitoring reports are timely produced and shared with the project manager and other team members.
- Work closely with project team to collect, collate, analyze, and present information on project outputs and outcomes to be used for reporting.
- Support the project manager and other project staff for providing the date information and required forms.
- Generate and submit on time the written weekly, monthly, and other required, progressive reports of the achievements to the project manager.
- Any other tasks assigned by the line manager.
Job Requirement
- A Bachelor degree in agriculture, and economics, with experiences in M & E.
- At least five years of experience in monitoring and evaluation of development projects.
- Good communication skills in English and fluency in Pashtoo and Dari.
- Ability to work effectively with other project staff and proven analytical, conceptual, and problem-solving skills.
- Ability to prioritize tasks, handle tasks simultaneously, and work under pressure.
- Experience in monitoring projects in remote areas and familiarity with the targeted areas of Kandahar province.
- High quality of reporting skills.
