About UNFPA: The aim of this consultancy is to support the team lead "International Consultant Child Marriage Assessment" to produce a national data collection and analysis on Child Marriage in Afghanistan, Capturing trends in child marriage and new emerging contributing factors. The national consultants are expected to support the team leader's mission in providing concrete program recommendations, and the analysis is expected to take a provenance-specific lens that captures different factors based on different geographical locations. Most of the support will be related to contextualizing research tools and processes, translating relevant documents, translating findings from the field data collection, and full support for the field data collection of the assessment. All tools and data collection will be in line with safe and ethical data collection on GBV as well as with the strict adherence to GBV guiding principles and the survivor-centered approach.
Job Description
Scope of Work:
The National Consultant will have to provide needed support for the International Consultant (Team Lead) in the following scope:
- Provide comments and support piloting of the proposal/draft;
- Methodology plan and tools developed by the team lead;
- Develop together with the international Consultant the assessment tools and translate to required local languages;
- Develop together with international Consultant the data collection analysis plan;
- Conduct a literature review of materials and documents for desk review and checklists, and produce a preliminary report and matrixes. The report and matrixes will be reviewed by the International Consultant and the national inputs will be used to finalize this first report;
- Coordinate and arrange meetings as needed;
- Take the lead to organize and conduct fieldwork according to interview/pre-determined questions guidelines developed by the International Consultant (field visits, facilitate FDG, conduct semi-structured interviews);
- Report to the international Consultant by emails on the progress and obstacles or needed support;
- Draft the field reports and submit them to an international Consultant for consolidation in the overall report;
- Provide inputs and comments on the final draft report;
- Make relevant documents available for the international Consultant;
- Support validation of assessment findings and dissemination of the findings.
Duration & Working Schedule:
- This assignment is for three months, starting at the beginning of March 2022.
Place Where the Service is to be delivered:
This assignment is based in Kabul. UNFPA will coordinate the Consultant's Travel to other provinces based on the required field data collection plan.
Job Requirement
Required Expertise, Qualifications and Competencies, Including Language Requirements:
Education:
- Relevant university degree or equivalent in social sciences, public health or other relevant fields related to violence against children and women, especially in emergency context.
Work Experience:
- 7 years related to support assessments and evaluation related to social sciences and preferably GBV, youth, and ASRH/SRH
- 5 years field experience in humanitarian context working with UN agencies, I (NGO's), CBO's.
Technical Knowledge:
- Knowledge in SRH, maternal health, gender, youth programming, and services
- Experience working with conflict-affected communities, including with adolescents, youth, and communities;
- Solid understanding of evaluation methodologies, and or proven expertise of research, and assessment in social sciences relevant for the evaluation
- Excellent interpersonal, communication, and presentation skills
- Proven experience in supporting evaluation work with a sample of supported work to be provided with the application stating clearly what the role of the Consultant was in that process.
- Sets high standards for quality of work and consistently achieves project goals;
- Able to work effectively in a multicultural environment;
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships;
- Translates strategic direction into plans and objectives;
- Previous experience with online content development preferred;
- Previous experience with UNFPA or other UN agencies is preferred.
Language Proficiency:
- Fluency in English and Dari. Fluency in Pashto is a plus;
- Ability to translate documents from Dari to English and vice-versa.
