Job Description
Job Summary
The Reporting Officer is responsible for project documentation, reporting, learning and accountability. He or she is responsible for the design, coordination and implementation of the reporting requirements of the project based on monitoring, evaluation, analysis, learning activities included in the project implementation plan.
Program Background
The Organization for Social and Economic Development (OSED), a local development NGO working in Afghanistan, has partnered with UNHCR to implement a Protection service project which aims enhance access to civil documents and legal assistance for undocumented and vulnerable persons including IDPs, Returnees and Refugees. The Legal Assistance activity aims to enable undocumented persons, including IDPs, Returnees and Refugees in their efforts to obtain civil documentation through the promotion of awareness on, and assisted access to civil documents such as Tazkira and Birth certificates, provision of free legal advice, free legal counselling and other information. These objectives will be achieved through 4 program activities: (1) Awareness Raising; (2) Providing legal assistance (legal aid, legal counselling; (3) Facilitating access to civil documents; (4) Operating a Legal Referral Mechanism.

Position Objectives
- Implement the data gathering, organization, analysis and reporting requirements of the project.
- Ensure that satisfaction of project reporting requirements.
- Contributing to the information management, knowledge creation and learning system.
- Ensuring integrity of data, methods, analysis tools and quality of information.
- Implementation of the data protection policies and communication strategy at the provincial level.
Duties and Responsibilities
- Provide daily, weekly, monthly and quarterly quantitative and qualitative updates on the base of the tools adopted.
- Prepare ad hoc documentations on implementation and progress of activities against target.
- Responding to periodic donor and internal requests for additional information on project activities their performance and result.
- Timely preparation of good quality project reports/reports of the program activities as required and as per schedule for internal use, donors and beneficiaries.
- Ensure the effective adoption of internal and external monitoring systems.
- Adopt appropriate tools for data collection about legal assistance: including (an outcome matrix to improve the qualitative and quantitative evidence gathered and other qualitative and quantitative monitoring tools for internal and external use)
- Maintain Monitoring, Evaluation, Learning and Accountability that adheres to program objectives;
- Contribute to the development information management tools.
- Assist the project staff in preparing other relevant reports.
- Preparing qualitative and quantitative reports analysing and evaluating data received on a regular basis to measure achievement against the performance indicators.
- Participating in sectorial meeting representing OSED.
- Monitoring and document the progress of the program activities against agreed indicators, and collect accurate and timely data of the program activities.
- Establish and support the implementation of a data management system to inform planning, implementation, monitoring, evaluation, accountability and learning.
- Assist the project team in day to day monitoring of the project.
- Ensure maintenance of both qualitative and quantitative data.
- Assist in carrying out the baseline, end-line and Internal evaluation surveys and analysing the data.
- Be the focal point for collecting and processing data received from field staff ensuring qualitative and quantitative consistency.
- Support field staff in presenting data processed.

Reporting Structure
- The incumbent will report directly to the project manager and director of operations
- Develop plans and share for approval with Program and Operations.
- Provide financial reports on a weekly and monthly basis.
- Maintain financial management system and records at the provincial level.
Job Requirement
Required Skills:
- Data analysis skills.
- Research and database management skills
- Excellent writing and communication skills.
- Literacy in Information, Technology and databases.
- Excellent command of English, Dari/Pashto language is required
- Command of Cobo, SPSS and Microsoft Power BI is preferred.
- Fluency in word processing and spreadsheets (Fluency in Microsoft excel/google sheets)
Required Education and Qualifications
- Bachelor's degree is required.
- Trainings in monitoring, evaluation and report writing.
- Trainings in developing and using databases.
- Very good written and spoken English language
Required Work Experience:
- 2 years of experience in information management, monitoring, evaluation, research and reporting.
- Experience of database management.
- Related work experience in the non-profit organizations is preferred.
- Demonstrated performance of research, analysis and reporting effectiveness.
