Job Description

JOB PURPOSE

This is a full-time, grant-funded Cash and Livelihood assistant position with regular travels to selected districts In Herat Province. The cash and livelihood will be responsible for timeously implementation and reporting of food distribution activities in the respective targeting areas of the project.

Under direct supervision of FCPA Project Manager and guidance of senior zonal manager and FSL sector lead, the incumbent will be responsible for selection and identification of beneficiaries, delivering the life-saving food assistance, documenting and reporting of the activities as per WVA guidelines. H/she also, provides supervision to community based facilitators.

Major Responsibilities

  • Facilitate vulnerability assessment with MEAL unit to identify the vulnerable households for food assistance.
  • Actively participate in beneficiary selection, beneficiary verification and beneficiary registration with MEAL unit
  • Contribute in supporting of WVA HIRO in receiving and inputting the beneficiary data into the LMMS, issuing beneficiary ration cards, generating BDLs and reports.
  • Contribute in developing food assistance plans, take the necessary approvals from various units including project manager, security manager and zone manager, and submit to cash, food and GIK unit for further process.
  • Contribute in conducting of gender-sensitive market assessment of target areas for food distributions to identify existing markets and women’s market access.
  • Contribute in conducting of HHs needs assessment to review DIALS.
  • Implement all Food distribution-related activities under Food security and livelihoods and Nutrition sectors guidelines.
  • Coordinate closely with the project manager to ensure timely implementation of the project activities and get readiness for timely distribution of food for the target communities.
  • Ensure that all food distribution process and activities are in line with WVA endorsed SOPs and procedures.
  • Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the implementation of the project.
  • Provide regular updates to FSL technical and liaison officer, Cash and GIK unit on all project activities including beneficiary selection, verification and food distribution.
  • Travel regularly to all project sites to ensure proper implementation and quality of project activities and prepare food distribution plan based completion percentage of the work.
  • Contribute in coordination meeting with community elders and line departments on food distribution activities.
  • Maintain excellent working relations with project stakeholder, partners and other contractors.
  • Raise and submit PRFs for selection of food distribution contractor and contribute in selection of contractor based on request of project manager.
  • Ensure project activities are in compliance with government rules and regulations.
  • Submission of monthly food requests for project operations
  • Ensure proper filling in a way that can be audited.
  • Other tasks assigned by the project coordinator.
  • Reporting planning, Monitoring and Evaluation and supervision
  • Submission of monthly food requests for project operations
  • Responsible to provide daily reconciliation report and monthly distribution report to project manager, FSL and Cash Food and GIK units.  
  • Ensure food distributed to the selected beneficiary based identification cards (LMMS or Paper cards) according to project criteria.
  • Prevent and report for any fraud, corruption of allocated distributions to project beneficiaries.
  • Provide supervision to CBFs and any guidance need for the performance.

Other

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.

Job Requirement

Required Professional Education and Experience

  • At least two years of experience working with NGOs in food distributions, Finance, community engagement and mobilisation.

  • A Bachelor degree in development studies, accounting, management, marketing, and /or social science with work experience is essential.

Preferred Knowledge and Qualifications

  • Bachelor degree in accounting or economic and Work experience in financial and accounting is highly preferred.

Travel and/or Work Environment Requirement

This position is based in Herat province with regular travels to targeted districts.
