About Conflict Mitigation Assistance for Civilians (COMAC): Blumont/COMAC provides comprehensive Victims’ Assistance (VA) services to eligible Afghan civilians and families suffering injury or loss because of the protracted conflict in Afghanistan. The program’s VA initiatives focus on Afghan civilians and dependents who have suffered the loss of a household member, physical injury, or lack of economic livelihood because of military and police operations, insurgent and terrorist attacks, IEDs, landmines, unexploded ordnance, cross-border shelling, and other violence resulting from the conflict in Afghanistan. Considering the unfolding and large-scale humanitarian crisis, since 2021, COMAC also provides assistance to civilian IDPs and vulnerable returnees, who have been displaced or forced to migrate since May 2021 due to recent conflicts. COMAC implements its core mission of aiding civilian victims of conflict through the following modified IRs: IR1: Appropriate assistance provided to victims of the conflict by effectively using all available resources. IR2: Capacity to respond to victims’ needs improved. IR3: Increased awareness of victims’ assistance services.
Job Description
Blumont is seeking candidates for position of M&E Field Monitor for the implementing, monitoring, evaluating, and reporting on the emergency response and other project activities.
Essential Job Functions:
- Monitor project activities, prepares monitoring report, identify gaps and challenges, and provide recommendations/suggestions on how to address the gaps/challenges
- Conduct community meetings to assess local needs.
- Develop monthly project progress tracking sheets
- Develop data base, train staff at the field level in data gathering, updating the database, data analysis and reporting
- Perform need assessments to identify gaps using survey questionnaires, focus group discussions, interviews, available secondary data and baseline studies.
- Conduct community meetings to assess local needs.
- Develop monitoring framework for ongoing projects based on the logical framework
- Develop monthly project progress tracking sheets.
- Undertake regular field visits to monitor project activities and report on the progress and project issues
- Provide capacity building of staff members by conducting training programs, on site coaching and mentoring.
- Commitment to have frequent and regular field visits field for monitoring and evaluation of the projects.
As a member of the Country Program team contribute to the development of growth policies in adherence to the Country strategy.
Job Requirement
Required Skills & Qualifications:
- Bachelor’s Degree with minimum 4 years of M&E experience.
- Good computers skills, particularly with MS-Office Package.
- Professional technical experience matching the mentioned duties and responsibilities.
- Proven experience interacting with government officials in politically sensitive environments.
- English is must. Fluency in Dari and Pashto required: read, write, and fluent conversation.

Travel Requirements:
- This position will require traveling to the districts or neighboring provinces.
