About Conflict Mitigation Assistance for Civilians (COMAC): Blumont/COMAC provides comprehensive Victims’ Assistance (VA) services to eligible Afghan civilians and families suffering injury or loss because of the protracted conflict in Afghanistan. The program’s VA initiatives focus on Afghan civilians and dependents who have suffered the loss of a household member, physical injury, or lack of economic livelihood because of military and police operations, insurgent and terrorist attacks, IEDs, landmines, unexploded ordnance, cross-border shelling, and other violence resulting from the conflict in Afghanistan. Considering the unfolding and large-scale humanitarian crisis, since 2021, COMAC also provides assistance to civilian IDPs and vulnerable returnees, who have been displaced or forced to migrate since May 2021 due to recent conflicts. COMAC implements its core mission of aiding civilian victims of conflict through the following modified IRs: IR1: Appropriate assistance provided to victims of the conflict by effectively using all available resources. IR2: Capacity to respond to victims’ needs improved. IR3: Increased awareness of victims’ assistance services.
Job Description
Blumont is seeking candidate for the position of Logistic and Procurement Officer provide support activities through logistics and transportation, and local procurements. Specific job duties will include but not be limited to the following activities:
Specific Job Functions:
- Assist in procurement, logistics, and facility management of offices.
- Supports program and operations procurement in Central and South East Regions related provinces and districts
- Ensures procurement and logistics at regional office duty station are compliant with applicable USAID rules and regulations and Blumont policy.
- Responsible for facility management and maintenance in regional office, including operations procurement for the office and guesthouse (as applicable), facility repairs, logistics, transportation, and maintaining inventories, and ensuring the smooth functioning of all Blumont / COMAC facilities
- Coordinates with Security Manager to ensure all procurement and logistics for security, and security related vehicles and facilities is maintained.
- Undertakes regional travel to local districts, including to kinetic areas.
- Other duties as assigned by supervisor.
Job Requirement
QUALIFICATIONS:
- Bachelor’s degree in business administration, Social Science, Economics or any other related field with 5 years and master’s with 4 years of experience.
- Experience with donor-funded programs required, and previous experience on USAID-funded programs preferred.
- Knowledge of procurement regulations required
- Fluency in written and verbal English required. Strong writing skills also required.
- Excellent computers skills, particularly with MS- Office Package.

- Fluent written and spoken English, Dari and Pashto.

Travel requirements:
- The incumbent will be required to travel to neighboring provinces on frequent basis.
