Job Description
The Procurement and Logistics Officer will play a critical role in ensuring the timely procurement of goods and services and the efficient management of logistics for the project. The officer will be responsible for overseeing all procurement activities, ensuring that they comply with RPOA policies and donor requirements, and managing the supply chain to support the smooth functioning of Project. This includes handling procurement, warehousing, transportation, and distribution of materials and supplies.
Key Responsibilities:
- Procurement Management:
- Oversee the entire procurement process for goods and services related to the project.
- Prepare procurement plans, ensuring alignment with project budgets and timelines.
- Source vendors, obtain competitive bids, and negotiate contracts, ensuring compliance with RPOA’s procurement policies and donor guidelines.
- Prepare purchase orders, contracts, and ensure accurate documentation for audit purposes.
- Ensure the timely procurement of food supplies, equipment, and other necessary materials.
- Logistics and Supply Chain Management:
- Manage the logistics of transporting supplies and materials across field locations.
- Oversee the inventory, storage, and distribution of goods to ensure an uninterrupted supply chain.
- Work closely with field officers and staff to ensure that the required materials are delivered on time and in good condition.
- Monitor the usage of resources to avoid wastage and ensure cost efficiency.
- Vendor Management:
- Identify and maintain relationships with reliable suppliers and service providers.
- Conduct vendor evaluations, ensuring that all vendors meet quality, price, and delivery requirements.
- Monitor vendor performance and handle any disputes or issues that may arise during the procurement process.
- Compliance and Reporting:
- Ensure all procurement and logistics activities comply with RPOA’s policies and procedures, as well as donor requirements.
- Maintain accurate records of all procurement and logistics activities, including purchase orders, contracts, delivery notes, and inventory logs.
- Prepare regular procurement and logistics reports for the Project Manager and donor reporting purposes.
- Warehouse and Inventory Management:
- Oversee the management of warehouses where supplies are stored.
- Conduct regular stock checks and ensure that inventory records are up to date.
- Implement and maintain proper inventory management systems to avoid shortages or overstocking.
- Coordination and Communication:
- Work closely with the project team, including social mobilizers, field officers, and finance staff, to ensure coordination in procurement and logistics activities.
- Liaise with government agencies, customs, and other stakeholders as required for smooth transportation and clearance of goods.
- Respond to procurement and logistics inquiries from project staff and address issues promptly.
- Risk Management and Problem Solving:
- Identify potential risks related to procurement, logistics, or supply chain interruptions, and develop contingency plans.
- Resolve procurement-related disputes or delays, ensuring minimal disruption to project activities.
Job Requirement
Qualifications and Requirements:
- Education: Bachelor’s degree in , Business Administration, Logistics, or a related field.
- Experience: Minimum of 5 years of experience in procurement and logistics, preferably in an Local/Internationals NGOs or community-based project setting.
- Skills:
- Strong knowledge of procurement processes, logistics, and supply chain management.
- Ability to negotiate contracts, manage vendors, and maintain relationships with suppliers.
- Excellent organizational skills with attention to detail.
- Strong communication skills and ability to work effectively with team members and external stakeholders.
- Proficiency in inventory management and warehouse operations.
- Ability to work under pressure and meet deadlines.
- Familiarity with donor regulations and compliance requirements.
- Language Proficiency: Fluency in Pashto and/or Dari, with a good command of English.
- Travel Requirements: Willingness to travel to field locations for procurement and logistics assessments and transportation
