Job Description

Reporting to the Project Director (Chief of Party)and the MSH Director of Internal Audit,  the Senior Compliance Officer will be responsible for establishing the compliance framework, planning, conducting, and reporting on internal controls and compliance verifications over MSH Afghanistan finance and operations to ascertain that MSH policies and procedures, local laws and regulations, and applicable donor requirements are followed in conducting financial transactions and operational activities. S/he will identify gaps in existing internal control systems and provide recommendations to strengthen them while also building on developing and strengthening MSH’s internal policies and SOPs. S/he will assess and identify gaps in employees’ knowledge and skills in the implementation of MSH policies, SoPs, and donor compliance requirements; and provide training as appropriate. The Senior Compliance Officer works in partnership and collaboration with the Director of Finance and Operations and the project senior management team in conducting risk assessments, prioritization, and compliance activities work planning. Excellent interpersonal skills in verbal and written communication, proactive problem solving, fostering of teamwork, and professional discipline are required for the successful delivery of compliance verification and assurance that project objectives are achieved, and MSH assets and reputation are safeguarded.

Major Activities / Responsibilities

  • Develop compliance framework based on the requirements in the Cooperative Agreement with USAID and conduct periodic verification to ensure compliance with terms and conditions of the Cooperative Agreement.
  • Develop compliance review checklists (tools) for MSH policies, business processes, class of transactions and operations; conduct periodic tests over internal controls and deliver written report to the Project Director, Director of Finance & Operations, the Portfolio Director, Senior Manager, and the Director of Internal Audit.
  • Conduct a comprehensive risk assessment to develop the Project Risk Register, in coordination and collaboration with the project Technical and Finance & Operations staff.
  • Develop subaward monitoring plan and procedures to verify sub partner compliance with terms of the subaward conditions. Deliver periodic written report on sub partner compliance monitoring.
  • Develops periodic (monthly, quarterly, and annual) compliance verification plan, based on prioritized risks, for audits and compliance reviews over MSH Afghanistan AFIAT project operations.
  • Continuously assesses and reviews current internal policies and SOPs and updates and/or develops new policies and SOPs as needed, working with the MSH Regional Management Unit in Abuja, Nigeria.
  • Develop plans and procedures for compliance with local tax laws, NGO operation laws, and labor laws to ensure the project operations comply with the requirements of the laws. This process would require coordination with HR and MSH Legal and Compliance business units.
  • Follows-up on corrective actions recommendations to ensure they have been substantially implemented
  • Conducts internal investigations of fraud and misconduct in collaboration with Corporate Internal Audit Unit.
  • Conduct period verification of QuickBooks Online closing process and the integrity of data upload to the MSH Costpoint system.
  • Monitor, review and verify the Cost Share requirement status by testing the documentation and eligibility of cost share provided by MSH and its subaward recipients.
  • Conduct site visits to AFIAT project regional operations offices, subaward recipient offices to conduct internal controls and compliance verifications based on planned activity schedules.
  • Verify data and disclosures reported in the Monthly Financial Report (MFR).
  • Support local financial and other statutory audits conducted by external auditors.
  • Supports the AFIAT project Leadership in the promotion of a culture of integrity and compliance, which includes fraud awareness training and compliance training.
  • Identifies gaps in knowledge and skills and develops a training plan; provides internal training based on the training plan on MSH internal control policies and procedures and industry best practices in mitigating risk and fraud
  • Prepares periodic summary reports on compliance verifications, internal control tests, investigations, and status of corrective actions and presents to the AFIAT project Leadership Team for follow-up actions.
  • Makes recommendations to the Project Senior Leadership team on how to implement and close corrective action recommendations arising from the compliance officer activities.
  • Other activities as required by the Project Director and/or the Director of Internal Audit.

Job Requirement

REQUIRED MINIMUM EDUCATION:

A postgraduate degree in business management or closely related to the assigned responsibilities is required.   Professional certification as Certified Internal Auditor, Certified Fraud Examiner, Certified Public Accountant, or equivalent.

REQUIRED MINIMUM EXPERIENCE:

  • Seven (7) plus years of experience in compliance, risk management or audit required.
  • Previous supervision experience in Afghanistan is required.
  • Comprehensive knowledge of US Government-funded programs, regulations, and compliance requirements.
  • Proficiency in QuickBooks accounting software.

KNOWLEDGE AND SKILLS:

  • Knowledge of donor regulations, including U.S Government grant rules and regulations (USAID (OFDA, etc.) and other private and bilateral donors.
  • Strong analytical skills and experience with financial systems required. Strong working of MS Word, Excel, Access
  • Excellent interpersonal and communication skills (written and verbal English) and the ability to write clear concise reports.
  • Excellent organizational and personal management skills
  • Well-developed conceptual, critical, problem solving and analytical thinking with the ability to convey complex information in a straightforward, interesting way, and influencing this to a wider audience.
  • Knowledge or appreciation of Afghanistan in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the country.
  • Leadership, project management and team building skills, including training, giving support and recognizing expertise in others.
  • Skilled at influencing activity at a senior level, taking initiative and working independently as well as work a team player; demonstrate cooperation with members of other teams, responding quickly and accurately to queries and issues.
