Job Description
MAIN OBJECTIVES OF THE POSITION:
Under the supervision of the MEAL Manager, the MEAL officer will be responsible for the implementation of MEAL policies and any other requests made by MEAL Manager, Operations Manager or Technical Unit Manager, ensuring that the project implementation is on track to deliver the expected results, in terms of indicators but most importantly in terms of quality monitoring.
The MEAL officer will:
- Implement all applicable MEAL policies and tools for monitoring and evaluation, learning and accountability of the project activities, and ensure monitoring and evaluation, and accountability that mechanisms/systems and quality controls are in place.
- Conduct training to project team on monitoring and evaluation and accountability tools, and assist them in the implementation of MEAL and FCMS systems
- Regularly report to the MEAL Manager on the status of project deliverables in the area of the development of effective monitoring and evaluation, learning and accountability mechanisms.
- Document the lessons learned, case studies, and share with Operations, MEAL Manager in Kabul and Technical Unit, contributing to the ISPRs meetings.
- Regular report on the process of distribution of cash through conducting post distribution monitoring from MPCA
RESPONSIBILITIES AND TASKS DESCRIPTION:
- Contribute towards the implementation of MEAL system
- Undertake regular visits to all project sites, monitor the quality of project implementation using the pre-defined tools and contribute to data collection by the project team, proposing suggestion to MEAL Manager when adaptation might be needed
- Monitor the follow up of monitoring field visit recommendations conducted by technical, operations and MEAL departments with project manager and project team.
- Ensure the stakeholders including the beneficiaries are clearly and impartially informed about the result and performance of the project.
- Support in the capacity building of project field based project staff in terms of the project MEAL requirements
- Ensure project field based staff are familiar with project objectives, indicators, and M&E tools and requirements.
- Assess quality and impact of the distribution of in-kind/items and make recommendations for possible improvements and lessons learned.
- Lead the implementation of MEAL activities at base level, with technical guidance from MEAL Manager and Technical Unit, including KAP survey, Post Distribution Monitoring (PDM), Needs Assessments and beneficiaries’ Satisfaction Survey and presenting findings of the surveys/assessment at provincial level.
- Develop post distribution monitoring tools with close coordinator of MEAL Manager and with other MEAL department staff
- Conduct regular post distribution monitoring from Multipurpose Cash Assistance (MPCA)
- Provide support in planning and guiding project staff on effective implementation of monitoring & evaluation systems
- Contributes towards the implementation of Feedbacks, Complaints, Management and Response (FCMR) system
- Ensure the beneficiaries have the means to express their opinion through complaints mechanisms, satisfaction survey and group feedback discussion.
- Support feedback and complaints mechanism in the Area of Responsibility, including by providing advice and recommendation on getting beneficiaries feedbacks and complaints, supporting the development of response pathway towards beneficiaries.
- Conduct regular field visits to all targeted areas to ensure feedbacks and complaints mechanism are in place according to the Standard Operating Procedures (SOP) of FCMS system.
- Ensure all feedbacks and complaints are well documented, data entry and analysis
- Provided support in planning and guiding staff on effective implementation of feedbacks, complaints, management and response mechanism
- Initiate to improve MEAL tools and reporting
- Document the lessons learned and case studies with support of the field Project Managers and Base Coordinators and share with MEAL coordinator and project staff, and other stakeholders
- Contribute to the improvement of existing MEAL tools, contribute to the development of new tools under close supervision from MEAL Manager, and in close coordination with MEAL Officer in other Areas of Implementation ensuring monitoring and evaluation systems and quality controls are in place.
- Regularly report to MEAL Coordinator on the status of project deliverables in the area of the development of effective monitoring and evaluation system
- Support in the development of project PM Box and in the development of the project monitoring tools, checklists, database, individual and focus group interview questionnaires.
Job Requirement
Required knowledge & experience
- Relevant Bachelor Degree from a recognized University (social work, business or other relevant degree)
- At least 1 to 3 years’ experience in monitoring and evaluation.
- Competent in Word, PPT, Excel
- Languages: Dari/Pashto and strong written and spoken English
Desired skills:
- Experience in the field of monitoring and evaluation, need assessments, KAP surveys and inclusion assessment with international organizations
- Excellent communication both oral and written
Previous experience in emergency, livelihood and development projects
Skills required
- Monitoring and evaluation skills
- Proven experience in facilitation of trainings and ability to monitor project activities at the field level and provide clear report/feedback on status.
- Friendly, patient and supportive in building and maintaining relationships within the project teams, partners, beneficiaries and stakeholders
- Active listening, communication and coaching skills
- Effective in problem solving, both within the team and individually
- Analytical and precise in narrative report writing
- Independent, reliable and well organized in implementing the required tasks
- Flexibility travelling in Herat districts on regular bases independently.
