Job Description
ROLE PURPOSE:
The Supply Chain Officer will provide unit-level oversight in Balkh office and work under direct supervision of supply chain coordinator in Balkh. S/he will ensure with the supervion of the supply chain coordinator that procurement policies and procedures are followed on time, in compliance with donor rules and according to procurement plans. S/he will ensure that all procurements are made with the correct supporting documents attached, and promote a culture of ‘zero tolerance’ with regards to corruption, fraud, interference or bribery in Afghanistan. S/he will maintain high sourcing standards, and support the supply chain dept. to ensure programmes are well-supported to complete activities.
KEY AREAS OF ACCOUNTABILITY:
• Maintains the procurement tracker for all AFG CO, making sure that it is regularly updated and circulated to relevant staff.
• Assist the supply chain coordinator that all FO Procurement trackers for checking the quality data entry and communicate with FO to rectify
• Assist the Supply Chain Coordinator – Quality & Documentation in reviewing documents under Formal Quotation and Tender before final issuing of purchase orders, contracts and framework agreements procured locally.
• Assist in monitoring the procurement paper trail from for all procurement procedures related to formal quotation, contracts and framework agreements procured locally.
• Support in monitoring the paper trail for all procurement procedures under Formal Quotation and Tender (contracts, framework agreements and purchase orders) at provincial level.
• Maintains copies of the physical procurement files – with special attention to all procedures under Formal Quotations and Tenders – organized and properly labeled for both Kabul and Provinces.
• Assisting the supply chain coordinator for maintaining the soft copies (scans) for all procurement procedures under Formal Quotation and Tender levels procured locally.
• Assist in the provision of information and data for compiling the monthly KPI reports.
• Assisting the supply chain coordinator proper assigning of numbers and tracking Waivers for all Balkh field office -AF.
• Reviewing the payment packages and tracking in the log sheet and submitting to finance
• Support the sourcing lead in obtaining payment authorization approval from relvent budget holder.
• Review and ensure the Procurment File Checklist is included on the top of payment packages for SOD approval
• Assisting the supply chain coordinator on preparation and arranging sourcing files for external/internal audits both in hard and soft scanned copies and with coordination of the Data Quality Coordinator.
• Assisitng the supply chain coordinator to maintain and manage the FWAs ceiling for Balkh and to be the sourcing lead to initiate the new sourcing to be on the right track
• Assist the STP team in balkh to provide the necessary files for content gathering, suppliers registration, preapring the catalogue and uploading to online sharepoint.
• Any other tasks assigned by supervisor.

QUALIFICATIONS
• Bachlor Degree in Business Management, BBA, or any any other related field
EXPERIENCE AND SKILLS
Essential
• 3 years of experience in supply chain (Procurement) NGOs/INGOs, UN etc.
• Good communication and interpersonal skills
• Positive experience in managing others
• Ability to work under pressure
• Ability to work as a team player
• Fluent in Pashto and/or Dari with skills in English
• Good self-starter with effective time management skills
• Strong skills in coordinating and collaborating with others in partnership
• Positive, solution-driven, respectful and with a ‘can-do’ attitude
• Strong IT skills (e.g. Word, Excel, Powerpoint)
• Ability and willingness to travel within Afghanistan
Desireable
• Experience working in humanitarian emergencies across multiple areas of Afghanistan
• Experience in document management and review.
