About Turquoise Mountain: Background Turquoise Mountain is a non-profit, non-governmental organization specializing in urban regeneration, business development, and education in traditional arts and architecture. We seek to provide jobs, skills, and a renewed sense of national pride to Afghan men and women. Since 2006 Turquoise Mountain has cleared 35,000 cubic meters of rubbish from the streets, restored or built 150 historic and community buildings, created a primary school and a clinic, and installed water, electricity and sanitation through the historic traditional craft neighborhood of Murad Khani in the old city of Kabul. It has created the internationally-accredited Institute for Afghan Arts & Architecture, training the next generation of craftsmen and women in woodwork, jewelry and gem cutting, calligraphy and miniature painting, and ceramics. Finally, it has sold over US$ 7,000,000 of Afghan artisan products internationally. Context Turquoise Mountain is working on a four-year program with the support of the United States Agency for International Development (USAID). This program aims to create 5,000 jobs in the carpet and jewelry value-chains in Afghanistan and facilitate the sale of US$20,000,000 worth of Afghan carpet and jewelry products to international markets. The program will build the technical capacity of those active in both value-chains, improve working conditions and ensure environmental standards, raise awareness about production abilities in Afghanistan, improve order fulfilment, and increase exports of higher-margin carpet and jewelry products, thereby increasing income-generating opportunities for thousands of Afghans.
Job Description
Logistic and Procurements:
- Directly supervise Logistics Officers and Logistic assistants on day-to-day tasks.
- Develop and oversee TMT and TMI Operational Policies (Procurement / Logistics, Transportation, HR/Admin, IT, inventory, Stock/Warehouse.
- Implement and develop internal controls and procedures within the operation to ensure adherence to standards of the procurement functions are in line with multiple donors and TMT’s requirements.
- Manage the planning for supplies of goods and services including the preparation of reports.
- Manage the consolidation of local and international procurements and contracting requirements, ensuring that TMF financial rules, procedures, and standards are applied.
- Manage and responsible for organizing strong and smooth logistic filing system of supplies, assets, transportation, delivery, leased, staffing, letters, and other supporting documents which can be a quick answer on donor and audit requisition
- Issuing of ITB, RFQ, newspaper and media advertisements, call for tenders and contracting concerns.
- Actively member of procurement committee for bid opening and responsible for arrangement of opening /closing memos and selection of supplier, comparative analysis, bidding evaluation report and drafting the contract.
- Negotiation with suppliers for best quality of work, on time delivery and etc.
- Actively participate in inspection of procured goods and equipments procured from donors grants.
- Responsible for drafting of agreements, contract services and goods.
- Supervise the custom clearance of internationally procured goods and equipments and follow the paper work of international procured items and goods within relevant Departments.
- Review and approve of requisition forms.
National Human Resource:
- Coordinate with HR / Admin Department regarding staff issues
- Drafting Consultancy Contracts for National and International TMT Consultants
- Final cross checking of payroll
- Review and approve staff annual and sick leave , time sheets and leave forms.
Security:
- Manage and oversee security assistant and security guards.
- Manage to schedule duty shift for the security guards.
- Follow-up of issues related to the security concerns and inform staff.
- Attend ANSO meetings, follow-up and distribution of ANSO mails about security inside Afghanistan.
- Follow-up of field travels.
- Focal point for emergency situations.
Inventory and Assets management:
- Compile inventory of goods and equipments.
- Manage the process of assets transfer from TMT to TMI
- Actively participate in office management (Maintain, a user-friendly filing system, keep track of records and procured goods. Maintain a register of correspondents.
- Follow-up and tracking of new procured assets, registration, distributions, assignment, tag and numbering.
- Physical checking, depreciation, disposal of assets.
- Cross checking of assets on perpetual and periodic manners in coordination with logistic assistants and as per multi donor proposes updating the final version of assets database.
Transportation:
- Coordinate transportation needs of all TMT and TMI staff
- Prepare of monthly fuel and consumption reports and oversee of drivers’ car management, reparation recording, maintenance, fuel sheet and log book follow ups
- Provide technical advice and support for Transport manager for in terms of any kind of task, maintenance and reparation.
- Facilitate registration of TMT vehicles with Government authorities.
Facilities:
- Liaise with facilities assistant to keep running all premises well maintained and identify the needs in terms of improvement, reparation and maintenance.
- Arrangement of meeting and present Operation team in TM coordination meetings.
- Facilitate of visitor’s arrangement from TM compounds.
Stock:
- Stock inspection ,arrangement and management in coordination with stock responsible
- Control of stock process, usage of stocking tools, up to date stock papers and filling system and monthly stock reports.
- Follow-up of delivery, receipts of goods and items from suppliers and distribution to the projects.
- Inspection of all stocks, giving advice, and management of stock keepers’ activities, in coordinate with project managers’ arrangement of stock forecast and reconciliation.
Reporting:
- Responsible to write reports on, monthly operation team activities, Assets inventory, Monthly running cost of fuel, and Office running cost, Monthly stock reports, properties database report and rental cars payment and contract reports.
Supervision:
- Manage and supervise the Operation team( Logistic Officer/Assistants, Store Keepers, Guards, Transport in-charge, and General Service staff.
- Oversee and Supervision of Administration staff performance (HR Officer, IT Officer, Maintenance Officer and Logistic Officer) also coordinate with project managers for efficient implementation office policy and procedures
Compliance and Audits:
- Work closely with Finance Department for audit purposes.
- Assist the finance team and be a focal point during audit reviews.
- Responsible to review and response any upcoming issue from Auditors.
- Be familiar with multi donor projects, especially USAID and DFID funding projects
Job Requirement
- Master’s degree with 5 years of working experience or Bachelor’s degree with 7 years of relevant experience.
- Good knowledge of Computer; professional level knowledge of Microsoft Office, particularly Ms Word, Ms Excel, Ms Access, Outlook etc.
- Excellent written and spoken skills in English and Afghan local languages.
- Good managerial /supervising skill
- Able to program and supervising maintenance issue
- Excellent communication skills
- Able to work with a team as a team player under the pressure
- Flexible in working hours.
