About Roots of Peace: Roots of Peace is a humanitarian organization whose mission is to rid the world of landmines and other remnants of war by transforming toxic minefields into thriving farmland and communities, through a focus on sustainable, organic farming practices. Roots of Peace is implementing the 3-year, USAID-funded Agricultural Marketing Program. AMP Project Description: The Agricultural Marketing Program (AMP) builds on the successes of Roots of Peace’s 10-year Commercial Horticulture & Agriculture Marketing Program (CHAMP), and aims over the 3-year period of implementation to increase export volumes and values, introduce new agricultural products to the market, diversify export markets and increase value-added processing. The increased exports will create additional demand for agricultural products that will drive job growth in rural areas. Key objectives/targets include increases in exports by US$450 million, domestics sales by US$50 million and jobs by 4,500. Activities will include: researching new market opportunities for Afghan products; operating trade offices in key markets; organizing or participating in international B2B events, trade missions and trade shows; organizing promotional activities in key markets; providing incentives for businesses exporting new products or to new markets; training in new markets, food safety, access to finance, etc.; facilitating access to trade credit; and mitigating trade impediments. AMP works primarily with private sector agribusinesses, but also engages the Ministry of Agriculture, Irrigation and Livestock (MAIL), the Afghan Chamber of Commerce and Industries (ACCI), the Export Promotion Agency of Afghanistan (EPAA) and other USAID-funded agricultural programs including (AVC-Crops, AVC-Livestock, RADP East and PVC-West). Specific attention is given to support the participation of women and youth in AMP activities.
Job Description
The Monitoring, Evaluation, and Learning Officer is responsible for the regular data collection from the field, monitoring of the project activities and reporting to MEL Director. S/he will assist the MEL Director in ensuring that the performance monitoring plan is implemented and that progress toward indicator targets is reported to the AMP team as needed and to USAID as required.
The duties and responsibilities of the Monitoring, Evaluation, and Learning Officer include:
- Support the MEL Specialist in timely and effective implementation of Monitoring, Evaluation and Learning activities of the AMP project in line with M&E manual and workplan and the stated objectives of the project;
- Collect all information relevant to key project indicators and outputs in a timely manner by and that all information collected is consistent with the information required for progress reporting and outcome monitoring;
- Undertake quality monitoring in the field, recording lessons learned and providing best practices and by supporting the provision of on-the-job coaching of staff in field office, implementing partners and local stakeholders;
- Provide inputs for regular updates of factsheets, bulletins, social media content, or human-interest stories based on the M&E data of the AMP project, backed by the visual evidences (photos and quotes), in close coordination with the MEL Specialist;
- Conduct regular field visits, highlight the abservations and issues to the project with the intention to complete the information and report to MEL director.
- Undertake quality monitoring of project activities based on the quality benchmark and communicate with the team in case of any issue or shortcoming.
- Assist in designing and conducting surveys to measure improvements in agricultural technologies and practices in all intervention areas;
- Performing other tasks assigned by MEL Senior Specialist.
Job Requirement
Bachelor’s degree required. Master's degree preferred
Minimum 4 years of progressively responsible experience in MEL.
Statistical analysis skills are preferred.
International organization experience is preferred.
Knowledge of USAID MEL systems including Afghan-Info and TraiNet is preferred.
Good communications and interpersonal skills.
Willingness to travel to other areas of Afghanistan.
Professional fluency in English with knowledge of Pashto and Dari.
Excellent written English skills
