About The Liaison Office (TLO) : The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) on good governance in connection to peace and reconstruction or reconciliation process. TLO has since evolved into as an independent Afghan NGO registered under number 611 with the Ministry of Economy of Afghanistan. TLO was founded with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management. The guidelines for these activities are strictly based on the “do-no-harm” approach and Conflict Sensitive Program Management (CSPM), which are participatory and community-led.
Job Description
Under the Direct Supervision of ENRM Coordinator, the “Project Manager - Education” will lead on TLO effective implementation, management, monitoring, reporting, donor communication, and collecting feedback of the project beneficiary for planning and improvement of the project activities. The position will be based in Kabul with regular field trips to Herat province and targeted districts. S/He will supervise the project team especially the Project Provincial Coordinator, M&E and Reporting Officer , Education Officers at the provincial and district levels.
Duties and responsibilities:
- Lead on effective implementation of the Accelerated Learning Programs (ALP), Community Based Education (CBE), Temporary Leaning Support (TLS) and Education in Emergency (EiE) project as per the approved work plan and budget;
- Coordinate projects activities with TLO ENRM Coordinator, and Admin/Finance departments for timely operational support, procurement, staff hiring, work plan adjustment, and budgets/ contracts realignment as per projects need;
- Lead on project staffing, implementation, monitoring and evaluation, and reporting as per the project work plan, deliverables, and donor requirements;
- Supervise and mentor project staff and activities at Kabul and field level as per the project documents and donor requirements;
- Provide technical support and timely feedback to project team for effective implementation of the planned activities to ensure quality and effectiveness;
- Monitor project activities progress and quality through regular field visits and respond to concerns and problems through timely actions in consultation with TLO management;
- Lead on comprehensive reporting of the project activities as per planned schedule and donors requirements;
- Initiate and maintain close collaboration with relevant stakeholders, in particular with Ministry of Education, PED and DED, consortium lead, and donor;
- Act as project focal point on behalf of project lead partner and donor regarding issues related to project implementation, operation and financial reporting, and adjustment of project work plan and budget;
- Contribute in designing of new concept notes and technical proposal for the Accelerated Learning Programs (ALP), Community Based Education (CBE), Temporary Leaning Support (TLS) and Education in Emergency (EiE) and other education projects;
- Any other task assigned by TLO Management.
Job Requirement
- At least ten to twelve (10-12) years of work experience in education-related projects (e.g. ALP, CBE, TLS, and EIE projects), and good experience in Project Management;
- Master degree in Education, Management or other relevant academic disciplines, or equivalent work experience;
- Very good English and excellent Pashto and Dari (spoken and written);
- Good report writing skills in the English language as per donor requirements, and good presentation skills;
- Good analytical and decision-making skills, and understanding of the local context;
- Good skills in MS Office Package and Internet applications;
- Excellent interpersonal skills and ability to communicate with donors, stakeholders, local communities and project team;
- Punctual and hardworking, desire to meet deadlines, and serve rural communities;
- Ability of field trips to project targeted province, districts and target communities on regular basis;
