About Independent Directorate of Local Governance, Deputy Ministry of Municipalities, Cities Investment : About IDLG: The Independent Directorate of Local Governance (IDLG) was established in August 2007 pursuant to a decree by the President of the Islamic Republic of Afghanistan, with the mandate of transferring civilian responsibilities of the then Ministry of Interior (MoI) to an independent entity. Furthermore, in accordance with the Presidential Decree, the responsibility of supporting the Provincial Councils was delegated to IDLG, which was then also designated as the only entity responsible in Afghanistan for local governance. IDLG was established for the purpose of strengthening good governance, provision of services, consolidating stability, accountability, and transparency at sub-national levels through strong and capable sub-national government administrations. The core mandate of the IDLG includes: • Improving local governance to ensure access to development, stability, and security; • Providing good governance at the local level; and • Supporting local administration and ensuring public participation in the decision-making process. The mandate of the IDLG has then been divided into 4 core areas: • Policymaking: developing sub-national governance policy and revision of laws, regulations, and bylaws in accordance with this policy; • Institutional development: supporting institutions, capacity building and supporting sub-national administrations; • Inclusive Governance: supporting the participation of stakeholders and citizens in the sub-national governance processes; • Supporting: facilitating the implementation of national programs through sub-national governance entities. The IDLG is headed by a General Director, of equivalent rank as a Minister. He/She is supported by Directorates of Staff, Information and Public Awareness, Monitoring and Evaluation, and Internal Audit. The IDLG is then divided into the 3 Deputy Ministries of Municipalities (DMM), Administration and Finance (DAF), and Policy (DMP). About CIP: CIP, together with the ongoing KMDP and UDSP (and the anticipated EZ-Kar Project), would provide a well-integrated and sequenced program of institutional development, training, and investment financing that are vital in supporting Afghanistan's urban development needs. The UDSP is strengthening the institutional foundation for strategic development planning at the city level and enabling the preparation of a pipeline of municipal investments at five PCCs. As a follow-on operation, the CIP would be designed in two phases using the SOP as follows: SOP I ($50m, 5 years) would provide financing for priority investments, while expanding SDF preparation to include four additional cities, and SOP II ($150m, 5 years) would provide financing for catalytic investments in nine cities. In SOP I, CIP would set-up and mobilize the mechanism for performance-based financing for critical municipal investments. SOP I would be implemented by IDLG over five years and would have four components.
Job Description
The Contract Management Assistant (CMA) will be responsible to assist the Sr. Contract Management Specialist (SCMS) for the management of all types of contracts under CIP/IDLG, starting from the issuance of the contract until its completion and disposition of the contract file. Contract Management Assistant will report to Sr. Contract Management Specialist.
Summary of Key Functions:
Specific responsibilities would include but not limited to:
Assist SCMS in preparation of checklist to meet important requirements of the contract and make sure all necessary requirements are met on timely manner.
• Assist SCMS on all administrative/clerical work to assure that contract performance is as per agreed timeline and quality.
• Assist SCMS for issuing on time notice to the contractors for all contractual
• Preparing and processing payment of the contracts according to the contract for all the contractors.
• Follow up closely with Finance Unit for on time allotment and payment to the contractors that are due.
• Coordinate the supplier for on time amendment if needed and reporting to SCMS.
• Prepare a clear and perfect soft and hard filing system for all contracts to Contracts Management Unit (CMU).
• Follow up on bank guarantee and update it before it is expired as per need.
• Process the bank guarantee and verifying it with relevant bank.
• Follow up with supplier for on time goods delivery and requesting for committee for quality and quantity checkup in accordance to contract specification.
• Provide assistance to suppliers by on time follow up of goods receipt note, and M7.
• Assists SCMS on receiving progress payment requests, review their compliance to the terms of. payment, deduct retention money, if any, and forward them to the Finance Unit for further processing.
• Coordinate with SCMS on follows up with Finance and other Units to expedite payments to the contractors.
• Assist procurement personnel in proper filing and report amendment to his/her supervisor.
• Coordinate with Engineering Unit on quality assurance and reporting back to SCMS.
• Performs any other task assigned by his/her Supervisor.
Job Requirement
Education:
• Minimum of a bachelor’s degree in Civil Engineering, Contract Management or relevant field.
Experience:
Minimum 2 years of experience in the field of procurement and/or contract management
Familiar with civil works and consultancy services contract management procedures and World Bank procurement guidelines and contractual requirements will be an advantage.
Skills:
Be a team player and able to work under pressure and late hour whenever required.
Excellent in computer skills including Microsoft Office.
Language Requirements:
Fluency in Written and Spoken English, Dari & Pashto.
Contract Period, Reporting and Remuneration
The Contract Management Assistant will be engaged on a one-year renewable contract, of which the first three months would be a probationary period. The contract may be renewed on an annual basis, depending on performance and the need, for the duration of the CIP.
The Contract Management Assistant would be compensated in accordance with the National Technical Assistance (NTA- Grad F) GOA, based on level of experience and performance.
The Contract Management Assistant would report directly to the Senior Contract Management Specialist against the accountabilities noted above and will be subject to periodic review of his/her performance accordingly.
