About Company
About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in all these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to: Support people, especially girls and women from marginalized communities, gain basic education Support poor rural and peri-urban households to have increased livelihood security Support vulnerable communities to survive shocks without long-term negative impact on their livelihoods. Support the Water, Sanitation, and Hygiene (WASH) needs of vulnerable households through community-driven construction and rehabilitation projects and hygiene promotion. CRS has launched a multi-year livelihoods and WASH project in March 2021 that will support communities through learning events on improved agriculture practices and the rehabilitation or construction of critical WASH infrastructure for improved access to safe water. Additionally, the project will feature a hygiene promotion component that emphasizes behavior change related to water treatment and storage, as well as household hygiene practices. The WASH project will support communities through participatory approaches to implement small and community driven infrastructure projects that rehabilitate water sources and facilitate access to safe drinking water. CRS is currently looking for a Field Officer (FO) with the technical background in Monitoring, Evaluation, Accountability and Learning (MEAL) to support the team in data collection, data entry and analysis with the support of MEAL Project Officer
Job Description
Under the direct supervision of Senior/Project Officer (S/PO), and with a dotted technical management line to the MEAL Project Officer, the MEAL FO will assist in overseeing the monitoring of CRS livelihoods and WASH project activities, ensuring that the data is properly collected, entered into databases and filed. In addition, the MEAL FO will be expected to identify successes as well as areas for improvement to be addressed by the program team. S/he will work closely with the S/PO and Program Manager (PM). In addition, s/he will be expected to closely coordinate with Field Officers (FOs) and Field Agents (FAs) to ensure timely and accurate reporting of information from the field teams and share feedback
Support to MEAL Capacity Building
- Orient team members on data collection tools
- Lead debrief sessions after data collection and provide debrief notes to the S/PO and PM
- Review and enter data collected and provide timely feedback on data accuracy and quality
- Work with the PM and MEAL Project Officer to revise and update data collection tools
- Support the field team in the use of ICT4D tools such as CommCare and Excel
- Support the field team with Post-distribution Monitoring (PDM) following emergency interventions
- Support MEAL staff with updating the feedback mechanism database and coordinate with S/PO to follow-up on feedback received
- Support the collection of regular monitoring data including but not limited to farmer feedback sessions, observation forms, and activity tracking
Data Analysis and Interpretation
- Regularly analyze data in accordance with team needs
- Support the S/PO with the implementation of MEAL plans and share the plan with FOs and FAs
- Support the S/PO and PM with data reflection and interpretation events to adjust program implementation and record learning
- Contribute to quarterly and semi-annual reflections on project progress towards indicators
Data Entry and Filing
- Timely entry of data in the appropriate databases
- Provide accurate and timely updates to the S/PO and PM on data entry
- Ensure that all monitoring forms are properly filed in the office
- Maintain availability of data collection and monitoring forms in the office
Job Requirement
- Afghan national with a University degree in Economics, agriculture, or equivalent experiences
- Excellent analytical skills
- Excellent attention to detail and strong organizational skills
- Intermediate English reading, writing, and verbal skills
- Computer skills (MS Word, MS Excel, MS PowerPoint. Familiarity with CommCare a plus.
- Experience with Microsoft SharePoint and OneDrive cloud-based platforms a plus
- Knowledge of agricultural livelihoods and WASH a plus
- Minimum 4 years of related work experience with an NGO or government agency
- Minimum 2 year of technical Monitoring and Evaluation (M&E) experience
- Experience working in rural communities
- Excellent Dari speaking and writing ability
