About ASMO: Afghan Social Marketing Organization (ASMO) is a social marketing and behavioral change communication organization established in August 2008. ASMO is a free-standing, not-for-profit Afghan organization that aims to create positive health outcomes by giving Afghan households the information they need to make informed and healthy choices and expanding access to high-quality health products through commercial markets. From its inception to date, ASMO successfully implemented multimillion Dollar projects in Afghanistan through sub-awards sponsored by USAID, focusing to improve maternal and child health outcomes through the private sector.
Job Description
Job Summary:
Under the Executive Director’s supervision, the Director of Operations oversees and manages the day-to-day financial and administrative affairs of the organization. The Director of Operations is a member of the senior management team and works closely with the Director of Programs to ensure operational support for the program staff.
Responsibilities:
1. Organizational Management
Supervises and coordinates administrative and operations activities with the assistance of the unit managers (i.e. Admin & Finance Manager, IT Manager, HR Manager, Logistics and Procurement Manager).
•Assists the Executive Director and Director of Programs in coordinating the overall strategic planning process and the logistical and administrative matters related to strategy development/implementation.
•Oversees all work/materials pertaining to the Operations/Administration Department.
2. Finance
•Works with the Executive Director to develop annual and multiyear budgets, facilitates staff and board participation and oversees annual budget implementation.
•Monitors execution of financial policies and procedures in compliance with international donor guidelines and local laws and regulations, as appropriate.
•Manages cash flow on an ongoing basis to ensure fiscal performance is in accordance with the budget.
•Provides financial management reports to the Executive Director and board, as requested.
3. Administration & IT
•Manages and ensures implementation of effective and professional day-to-day office operations including administrative support, reception, information technology equipment and systems.
•Manages ASMO facilities in all locations, including main office, warehouse and field offices.
•Oversees administrative policies and ensures consistent delivery of central services, including purchasing and controls, distribution of commodities and supplies, provision of security and logistics.
•Manages and monitors purchasing and contractual agreements, including related policies and procedures, with the Finance Manager.
•Develops and implements operations policies and procedures manual approves procedures/guidelines developed by staff (e.g., personnel policies, finance, and accounting) procedures).
•Ensures that all staff adheres to ASMO Project administrative and operations policies and procedures.
4. Human Resources
•Ensures fair and consistent personnel policies and procedures are in place.
•Oversees the conduct of annual performance evaluations of ASMO operations staff.
•Provides input on subordinate training and development needs.
•Performs a variety of other operations management-related duties, as required.
5. Procurement & Logistics
•Ensures that semi-annual inventory of ASMO main and sub-warehouses is conducted
•Ensures proper inventory tracking system is in place in all warehouses
•Oversees implementation of all procurement policies and procedures
•Secures compliance with donors and the government of Afghanistan’s procurement law and regulations
Job Requirement
Master’s degree in a relevant discipline from a recognized academic institution or university-
ACCA degree is a preference.
Work Experience:
15 years of experience in operations, including 8 years experience in finance and 7 years in administration, HR, procurement, and logistics with national/international institutions with at least five years of experience in senior management positions.
Knowledge, Skills, and Ability:
Strong interpersonal communication skills, including the ability to negotiate and maintain good relations with staff as well as outside parties
Proficiency in MS Office applications:
Fluency in English and local languages in both forms ( written and verbal)
Supervision skills to supervise and coordinate the activities of the finance, administration, HR, IT, and procurement/logistics departments
Excellent analytical skills in order to identify problems and propose solutions-
Must be strategic thinker and problem solver
