Job Description

Responsibilities:

The Contracts/Procurement Officer is responsible for planning, monitoring and controlling of all aspects of procurement processes for goods, services and works in GIZ ALP, ensuring compliance with internal regulations, instructions and guidelines on procurement procedures and with the EU Public Procurement rules and regulations as well as with other applicable donor regulations.

Plans, develops and manages the procurement process, ensuring compliance with GIZ procurement Processes and Rules.
Assist the project in developing TORs, specifications for a smooth procurement process. 
Process of the project level contracts according to GIZ roles and regulations.
Ensure timely processing of procurement service and goods (all types)
Monitor suppliers’ / Contractors’ records.
Regular Market Survey to identify the potential suppliers.
Managing the overall Procurement and Contract matters of the program independently
Effective coordination with colleagues of Main Office and HQ.
Responsible for all issues concerning consulting, procurement subsidy, service and financing contracts
The officer is responsible for all Contracts & Procurement related issues of GIZ ALP Project.
Arranges for the safe transfer of goods to their destination.
Ensure timely processing of procurement service and goods (all types)
Correspondence with projects / Program, Main Office and HQ on all contractual matters.
Performs other duties and tasks at the request of management and Unit Head.

Job Requirement

Qualifications

University degree in a relevant discipline such as in Economics or Business Administration

Professional experience

Minimum of three years of professional experience preferably with international organizations
Proficient in Ms, Office
Professional communication skills

Other knowledge, additional competences

Excellent communication skills in English and local official languages
Analytical, organisational and management skills
Interpersonal and team-working skills

Ability to travel to the provinces of Afghanistan
