USAID’s Afghan Urban Water and Sanitation (AUWS) activity aims to provide technical assistance to the Afghanistan Urban Water Supply and Sewerage Corporation (AUWSSC) and the Afghan government to increase access to urban water and sanitation services for residents in six Afghan cities. The USAID Afghan Urban Water and Sanitation Activity aims at strengthening the capacity of the AUWSSC Headquarters (HQ) and six Strategic Business Units (SBUs), and the Ministry of Urban Development and Land (MUDL) to expand and improve access to sustainable water and sanitation services through an integrated program of assessment, planning, capacity building, and infrastructure and equipment support.
Job Description
The MEL Specialist will assist the MEL Manager in developing and managing a comprehensive MEL system that will track progress in implementation against the project indicators, targets and identify areas that have high and low performance. The MEL Specialist will work closely with the Gender Specialist and Construction Team Leader to ensure all gender and environmental requirements are met. S/he will report directly to the MEL Manager.
Duties and Responsibilities:
Assist in the design and implementation of the performance monitoring and evaluation system, including assessments, data collection, data storage, and results reporting.
Monitor project output/ outcome indicators and assess progress made against targets while considering project quality, and provide timely feedback to the MEL Manager.
Participate in project work planning and reporting and contribute to the production of contract deliverables.
Assist with the design, test, and implementation of data collection instruments for quantitative and qualitative indicators.
Coordinate data collection, data entry and data verification with designated project staff (based on the project MEL plan) to make sure collected data is accurate and reliable.
Conduct site visits for data collection and verification, monitoring of work progress, and assessment of impacts of specific interventions.
Conduct assessments and surveys as required.
Conduct timely updates of the project database and project indicators tracking table and other MEL tools.
Keep abreast of all international MEL best practices, as well as the monitoring and evaluation activities of other programs in Afghanistan.
Provide inputs to project reports and publications upon request of the management team.
Coordinate with Finance Manager for preparation of Quarterly Provincial reporting data for uploading to Afghan Info.
Upload verified KPI target data to Afghan Info as required.
Support MEL Manager in the development and implementation of M&E systems at the Urban Water Supply and Sewerage Corporation (UWASS), as required.
Perform any other tasks assigned by the MEL Manager.
Job Requirement
Bachelor’s Degree or higher that includes the use of quantitative research methods.
Minimum 5 years’ experience implementing MEL systems in a development context is required.
Ability to meet tight deadlines and prioritize effectively to convey results to non-technical stakeholders, and to generate interest in the use of monitoring, evaluation, and learning results to help staff to make programmatic improvements.
Demonstrated experience in quantitative research and data analysis.
Experience maintaining MEL databases required.
Strong word processing/computer spreadsheet skills and proficiency in using the Microsoft Office applications.
Experience with updating USAID online databases, including Afghan Info and TraiNet.
Experience in writing project reports, presentations and updates for donors and other stakeholders.
Must be fluent in English while proficiency in Dari and Pashto preferred.
