About Urban Water Supply & Sewage State-Owned Corporation UWASS.soc: Brief History of UWASS.socThe first water supply distribution network was built for Kabul city in 1880 at Amir Abdulrahman khan period by using water springs (fountains) located behind Ibn-e-Sina hospital. Afterwards water supply services developed in Kabul at Amir Habibullah khan period in (1915-1920) by using water canals located in Paghman district, after that in 1970 water supply services began in other cities like Herat, Mazar-e-Sharif, Jalal Abad and Kandahar. In order for better coherence and management Afghanistan Water Supply Utility stablished according to the decree No of 1224 under the Ministry of Urban Development and Housing in 20/Feb/1975 and it’s published in official journal No. 301 dated 05/Jun/1975, subsequently Afghanistan Water Supply Utility converted from central authority for water supply and sewerage to Urban Water Supply & Sewage State-Owned Corporation as a governmental joint corporation in 2009 and its main objective is to provide productive sustainable water and wastewater services for urban and semi-urban areas of the country.

Job Description

BACKGROUND

Afghanistan has received funding from the International Development (IDA) and Afghanistan Reconstruction Trust Fund (ARTF) to finance Afghanistan Water, sanitation, Hygiene and Institutional Support (A-WASH) [the Project]. The A-WASH project will consist of five components: Component 1 will support implementation of UWASS’s COVID-19 emergency relief measures in the three largest cities of Afghanistan - Kabul, Kandahar and Herat; Component 2 will finance measures to restructure, reform and improve the urban water utility’s operational and financial performance; Component 3 will fund technically robust, more sustainable infrastructure, including measures to build resilience to climate change, with a strategic focus on Kandahar. Component 4 will support project management and monitoring; and Component 5 is a Contingent Emergency Response Component.

The Project will be implemented under general supervision of Afghanistan Urban Water supply, Sewerage Corporation (UWASS). UWASS created Project Coordination Team (PCT) based in headquarter (HQ) of UWASS in Kabul, and Project Implementation Units (PIU)sbased in Kandahar, Herat and Kabul. PCT is created for the overall management and coordination for the A-WASH Project and the PIUs will be responsible for the day-to-day management and coordination of the A-WASH sub-components and activities in these selected cities as well as provision of assistance to the related UWASS’s Strategic Business Units (SBU) including, reporting, technical assistance and other necessary supports on the Project-related activities.

OBJECTIVE

Procurement specialist will be responsible for coordination/planning and processing procurement to be carried out under the Project including monitoring the implementation of the procurement plan and providing support and providing on-the job procurement training to UWASS’s SBUs staff.

SCOPE OF WORK

The scope of work includes the following with regard to project activities:

Implement, supervise and monitor the implementation of procurements under the project and ensuring integrity, quality and effectiveness of the procurement procedures to be followed;
updating the Project Procurement Plan in consultation with the relevant PIU on a periodic basis throughout project implementation to reflect actual project implementation requirements;
assist in the development of systems related to procurement monitoring.
Drafting bid notices and bidding documents for inviting and obtaining bids for works, goods and services in accordance with World Bank Procurement Regulations;
Drafting requests for Expressions of Interest (REoI) and request for proposals (RFPs) for inviting and obtaining consultants’ services in accordance with World Bank Procurement Regulations;
assisting for receiving and opening of bids/proposals, ensuring adherence to the evaluation criteria stipulated in the bidding documents/RFPs in a professional and timely manner;
maintaining complete procurement documentation for each contract, both in hard copy and in STEP (the World Bank’s new System for Tracking Exchanges in Procurement) including bidding documents, advertisements, bids received, bid evaluations, letters of acceptance, contract agreements, securities, related correspondence, etc., in an orderly manner, readily available for audit;
preparing procurement reports when needed showing the status of ongoing procurement, including a comparison of planned and actual dates of the procurement actions,
working with UWASS procurement staff to enhance the procurement capacities of A-WASH staff through on-job training; and
Performing other duties as may be assigned by the PIU Head, and the Sr. procurement specialist at the PCT.

Job Requirement

REQUIRED EDUCATION AND YEAR OF EXPEREINCE

Bachelor’s degree in Engineering, business administration/finance/accounts or related field.
5 years of professional experience in procurement required.
Out the five years; 3 years must be in the capacity of Procurement Specialist with reputable institutions.

Good communication and interpersonal skills (Fluent in Pashto and/or Dari with strong spoken and written English skills.

Demonstrated intermediate computer skills in Microsoft Office Suite applications
