Job Description

ABOUT THE JOB

He/she works in close cooperation with other field staff for planning of infrastructure activities. The EcRec. Officer (Survey Engineer) is expected to maintain close cooperation with the targeted line departments, local communities & project counterparts for site selection, technical survey & other infrastructure relevant activities. Under the direct supervision of the EecRec. TL, with technical support of Shelter & Infrastructure Specialist the EcRec. Officer (Survey Engineer) is overall responsible to ensure that, the implementation of DRC Afghanistan’s Watersheds, Irrigation & other infrastructure projects through CFW modality standards and community needs in the assigned area of responsibility is guided in accordance with approved methodologies and tools and are in line with DRC and donor policies and guidelines. He/She will be working in cooperation with DRC’s economic recovery with following sectoral integration among the protection, HDP & emergency teams, in a collaboration with local authorities and communities. In addition, he/she will be tasked of reporting and when requested engaged in monitoring, evaluation and learning activities.

Responsibilities:

  • Under the supervision of the EcRec. TL & EcRec PM and based on technical instruction of Shelter/Infrastructure Specialist the EcRec. Officer (Survey Engineer) is responsible for:
  • Perform comprehensive site surveys to collect essential data for designing of infrastructure projects (canal, intake, water shades, water lifting & other hydraulic structures) especially vertical and horizontal infrastructure projects in target communities and remote areas
  • Working on Total statin, level machine, GPS, google earth and GIS and updated technical software
  • Plotting of site date in civil 3d and GIS
  • Be responsible for site topography drafting and plotting of site plan, topo map and contour map in Civil 3d
  • Close coordination with other collages prior starting the technical survey for any kind of infrastructure projects in site.
  • Responsible for plotting the cross section, long profile and contour maps in civil 3D.
  • Responsible for starting and implementing the infrastructure projects in the target area.
  • Identify and resolve design and construction issues promptly to ensure project continuity and success.
  • High level of accuracy and attention to detail in all aspects of work.
  • Strong project management abilities, including planning, coordinating, and overseeing project activities to ensure timely and successful completion.
  • Offer technical assistance and expertise to project teams throughout the design and construction phases, addressing any issues that arise.
  • Work closely with project team members, including Shelter and Infrastructure specialist, and project managers along with EcRec Engineer, to ensure seamless project execution and integration.
  • Assigning by manager and his supervisor for any additional works in the target area.
  • Record keeping of projects filling system for soft and hard files.
  • Providing any task result and assignment in the target time.
  • Any other relevant task required

To be successful in this role you must have:

Experience and technical competencies: 

  • Bachelor’s degree in civil engineering or survey engineering from recognize university master’s degree will be preferred.
  • Having 3-5 or more years of experience in national and internation NGO’s, UN agencies.  
  • Have the ability to use the level machine and total station along with updated software such civil 3d and GIS.
  • Proven working experience in watersheds, water lifting & irrigation projects in the region. 
  • Proficiency in design analysis and software such as AutoCAD.
  • Knowledge of surveying techniques and software, including Total Station, GPS, and GIS.
  • Good communication skills in English and fluency in Pashto and Dari
  • Commitment to the mission and the core values of Danish Refugee Council-DRC.
  • Willing to stay in field locations and travel in all DRC coverage areas.

Education/qualifications:

  • University degree in related field in engineering from recognized university.

  • English (Intermediate)
  • Pashto (Fluent)
  • Dari (Fluent)
