Job Description

  • Senior Officer Engineer will report to the Technical CEO and his responsibilities will include but will not be limited to the following:

    • Cost estimation, preparing work plan, BoQ and preparing complete proposal for all kind of construction upcoming priority projects.
    • Reviewing and validating the design, specifications, drawings, plans, and Bill of Quantities (BOQ) for ongoing construction projects.
    • Participate in pre-bid meeting and bid opening meetings.
    • Site visit for upcoming projects to estimate the upcoming projects in good manner.
    • Participate in technical meeting of donors.
    • Site investigations, monitoring the ongoing projects to ensure work quality and providing timely guidance for enhancing project outcomes.
    • Facilitate the development of monitoring and evaluation tools for the program and monitor from progress of projects; ensure construction activities are going on according to project plan, timeline, drawings and specification of the projects.
    • Design technical manuals on approved and appropriate construction practices.
    • To have positive relations with government sectors and district authorities to encourage them to cooperate on the implementation of the stabilization program.
    • Providing the weekly and monthly plan with the close cooperation of PM and ensuring to be implemented correctly.
    • Thorough extensive site visits to ensure the quality of construction activities and provide direct technical support to site-based engineers and supervisors to overcome any shortcomings in the construction quality and activity.
    • Support construction of infrastructure projects with improved coordination and technical inputs to effectively meet completion targets.
    • To monitor the quality of construction materials regularly, and to ensure that the construction activities are being done according to contract description.

Job Requirement

  • A minimum of 3 years’ experience in developmental programs with an emphasis on infrastructure cost estimation and Business Development
  • Experience in the design, evaluation, and cost estimation of projects.
  • Experience in proposals writing.
  • Experience in the development of training modules and methodologies for community-based construction.
  • Initiative and ability to work independently with minimum supervisory guidance.
  • Strong report writing, both analytical and technical
  • Willing to travel to control the Projects
  • Competency in Microsoft Excel, Word, PowerPoint, Primavera, SPSS, P6, AutoCAD (2D and 3D), Civil 3D Working knowledge of English; good knowledge of Pashto and Dari.
