Job Description

The Finance Officer is responsible for implementing delegated financial activities, ensuring efficient cash/bank management, voucher verification, and budget control, and overseeing day-to-day financial operations. The role also involves verifying payroll, procurement requests, and financial activities at the field office level. Key Responsibilities:

1. Oversee the distribution of procurement advances, ensuring all supporting documents, including bills, quotations, and contracts, are properly filed and attached to vouchers.

2. Review and control procurement documents, including supplier agreements, housing leases, and staff contracts, ensuring compliance with organizational policies.

3. Authorize payment of office expenses within approved budget lines, verifying prior approvals and ensuring alignment with financial protocols.

4. Conduct weekly cash reconciliations and monthly bank account reconciliations, promptly identifying and resolving any discrepancies.

5. Manage cash assignments and requests for monthly budgets from the main office, ensuring accurate and timely submissions.

6. Prepare and report monthly bank reconciliations and present comprehensive financial reports, including trial balances, to the field office manager and main office.

7. Digitize vouchers using the ERP-Online system, maintain accurate ledgers, and ensure the timely submission of original financial documents to the main office.

8. Review and verify monthly project-based and permanent staff taxes, severance payments, and statutory returns, ensuring compliance with relevant laws and regulations.

9. Oversee and monitor ongoing project budgets, prepare detailed budget balance sheets, and submit monthly budget forecasts to the head office.

10. Actively participate in meetings, providing financial insights, ensuring alignment with organizational objectives, and fostering effective internal communication.

11. Supervise the monitoring and maintaining goods, equipment, and inventory, ensuring accurate tracking and reporting of inventory department activities.

Job Requirement

Education: Bachelor’s degree in finance, Accounting, Business Administration, or related field (BBA preferred). Experience: at least 3 years of professional work experience in finance, ideally within an NGO or international organization.

Skills:

1. Proficiency in financial software.

2. Excellent command of English and Dari/Pashtu languages.

3. Strong computer literacy, including experience with accounting packages, word processing, and spreadsheets (preferably Word and Excel).

4. Good communication and interpersonal skills.

5. Ability to work as part of a team and independently.

6. Willingness and ability to travel to project areas for monitoring or cash distribution.

7. Perform routine tasks according to organizational principles.

8. Maintain confidentiality of organizational information and Uphold honesty and a strong work ethic. 9. Ability to work under pressure and meet tight deadlines with minimal supervision.

10. Strong sense of integrity and personal commitment to the organization’s goals.
