Job Description

Job Purpose:

The Field Monitor is responsible for closely monitoring and evaluating the implementation of the project's humanitarian assistance and protection programs at the community level. The Field Monitor will play a key role in ensuring the project's activities are implemented effectively and in alignment with the project's objectives and donor requirements like

Tracking progress, identifying challenges, and collecting data to inform decision-making and program adaptations

 

Job description:

Specific tasks and Responsibilities

 

  • Monitor and evaluate field-level activities, collecting and analyzing data to assess project progress and impact
  • Conduct regular field visits to monitor project activities and observe their implementation in the target communities
  • Collect and analyze quantitative and qualitative data to track progress, measure outcomes, and identify areas for improvement
  • Engage with community members Community-Based Organizations (CBOs), youth groups, women-led organs, organizations for people with disabilities, men, women, shuras, religious scholars/ leaders, and other influential figures in the community, and other local stakeholders to gather feedback and insights on the project's performance
  • Support the Field Manager in troubleshooting issues and developing appropriate mitigation strategies
  • Maintain detailed records and documentation of all monitoring activities, findings, and recommendations
  • Ensure compliance with the project's monitoring and evaluation policies, donor requirements, and established best practices
  • The Field Monitor is responsible for ensuring the timely and efficient monitoring of the quality of delivery, installation, and running of equipment, and field-level reporting associated with the SIIP project.
  • The Field Monitor needs to commute by him/herself and be willing to move from one district to another
  • Collect monitoring data from the field using appropriate monitoring tools and checklists.
  • Participate in all required training and workshops.
  • Evaluate and monitor the progress of the project activities in the area of his/her responsibility.
  • Negotiate with local relevant partners and populations of concern to resolve problems.
  • Keep regular contact with other project staff, local authorities, and communities
  • Preparing progress reports and participating in regular de-brief sessions as conducted by field managers and the HQ MEAL Team
  • Contributes to project evaluations led by internal or external evaluators.
  • Reports all information and any difficulties related to his or her activity to the field manager
  • Ensure the confidentiality and protection of data related to the target groups
  • Ensure compliance with organizational policies, donor requirements, and humanitarian principles in all field-level operations
  • Records the feedback and complaints received (and all related information) in a formalized database and refers them to the focal points designated by the accountability system
  • Promote and adhere to the principles, goals, and code of conduct of SDO 
  • Any other task assigned by the Field Manager and other relevant authorities.

Job Requirement

Skills/Qualifications:

  • Bachelor's degree in a relevant field such as social sciences
  • Minimum 2 years of experience in monitoring and evaluating humanitarian or development programs, preferably in Afghanistan
  • Strong analytical and data management skills, with proficiency in quantitative and qualitative data collection and analysis
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders
  • Familiarity with community-based approaches and the ability to facilitate participatory processes
  • Proficient in the use of project monitoring and evaluation tools and technologies
  • Fluency in English and Dari/Pashto languages required
  • Basic computer skills in MS (excel, word, PowerPoint, and email writing)
  • Ability to move in all areas of the provinces with readiness and frequent visits to all districts.
