Job Description

Major Duties and Responsibilities:

  • The M&E Officer is responsible for monitoring, evaluation, and reporting of humanitarian projects/programs throughout the country.
  • Design monitoring and evaluation tools for vulnerability assessment of beneficiaries (Beneficiary Profile Survey), Post Distribution Monitoring (PDM), project baseline, and endline assessments.
  • Support the M&E department in developing questionnaires in Kobo Toolbox, maintaining a proper data collection mechanism using ODK Collect in the field, retrieving the collected data, and conducting consistency checks to ensure data accuracy and reliability.
  • Conduct data processing (data cleaning, consistency check, and verification) for the humanitarian projects and provide project team with finalized / approved list of eligible households.
  • Keep records of the project data and provide up-to-date summary of the humanitarian projects’ achievements.
  • Conduct regular field quality monitoring visits and provide constructive feedback and suggestions to project teams to ensure project implementation is in line with the standards and benchmarks.
  • Support in maintaining access to the Community Feedback Mechanism (CFM) in the project area.
  • Closely work with the Head of M&E and program staff to make sure the lessons learnt, good practices, and success stories are documented.
  • Track projects’ progress using Management Information System (MIS) and Monthly Output Activity Tracking Sheet (MOATS) on monthly basis and provide head of M&E and program with updates about the progress of projects.
  • Work closely with the program staff on maintaining a proper data collection system and setting up a harmonized hard filing system.
  • Support head of M&E in writing assessment reports.
  • Attend M&E training/workshops to remain current on best practices in monitoring and evaluation.
  • Carry out other duties and responsibilities related to M&E as assigned by supervisor.

 

General Responsibilities:

  • S/he is expected to play a great integrator role among all components.
  • S/he is responsible to contribute to reduce poverty in rural communities of Afghanistan by undertaking and fulfilling her/his above-mentioned specific task.

Job Requirement

Languages Required:

  •  Advanced reading and writing skills in English (required).
  • Fluency in local languages (Dari and Pashto) is preferred.

 

Qualifications Required:

  • Bachelor’s degree in relevant disciplines.

 

Work Experience:

  • 3 years of relevant work experience in the humanitarian and development projects.

 

Skills Required:

  • Advanced skills in Kobo toolbox and ODK Collect (Designing questionnaire, data collection, and data management) is required.
  • Advanced data management and analysis through MS Excel is required.
  • Advanced report writing skills is required. Familiarity with the humanitarian concepts is an asset.
  • Good understanding of all phases of the project management cycle, particularly project monitoring and evaluation systems.
  • Self-motivated and able to work independently.
