About TLO: The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description

Under the direct supervision and guidance of Finance Manager/Sr. Grants & Finance Officer, the Admin/Finance Officer is primarily responsible for accounts reconciliation and day-to-day operations are perform according to TLO financial policies and donor guidelines.

Specific responsibilities and duties include but are not limited to the following:

Finance:

  • Receive Payment Request / Transfer Request and review the supporting documents and complete the charged codes
  • Record incoming & outgoing bank transfer and cash in accounting system
  • Bank and Cash books updated weekly and share to the TLO main office Kabul
  • Monthly Bank and Cash Books closing and reconciled every month with TLO main office Kabul
  • Reviewing of the bills and ensure timely payment Seek appropriate review and approval on every Payment Request
  • Logistic and Administrative support to project.
  • Prepare monthly financial statements, cash flow statements bank reconciliation statements
  • Allocate and transfer funds on time and accurate manner to the project
  • Maintaining cash/bank books and posting accounting data into the system (Quick Book)
  • Review monthly expenses vs. budget and analyze variances and monitor according to the budget
  • Preparing and preserving files, registers and other important supporting documents and files.
  • To perform any other activity as directed by supervisor/line manager
  • Work with the Main Officer Finance to ensure that all donor related information is disseminated to project and logistics staff to enable them to abide by donor rules and regulations in coordination with project staff to prepare and regularly update the spending plan.
  • Preparation and maintenance of the Project Budget to ensure data is complete and maintained on a timely basis.
  • Manage cash flow and prepare financial documents and vouchers according to financial standards and donor requirements.
  • Serve as a liaison to other departments for accounting-related matters and its settlements, as well as identify discrepancies in documents and reports.
  • To forecast and monitor expenditures of the project and communicate results with TLO Finance Manager.
  • Reconcile and cross check financial data in financial software QuickBooks, run complex financial reports, and prepare basic management information records.
  • To review budget and actual expenses and forecasting results on an on-going basis and communicating status to project manager on time.

Administration:

  • Provide necessary support to the Project Manager and Project staff with complete administrative services.
  • Assist in the preparing the HR documents for Project staff and follow up with HR department.
  • Compile data and prepare documents for consideration and presentation by Project Staff.
  • Assist in procurement and payment requests, and transfer of payments to suppliers and service providers in coordination with TLO Finance Manager.
  • Assist in logistics for events and meetings, managing inventory and assets maintenance.
  • Contribute to team effort by undertaking additional tasks and responsibilities as requested by seniors.
  • Provide assistance on recruitment cycle, vacancies announcements, Longlist, Shortlist, Filling, Reference Check etc.
  • Assist in the Arranging the travel, hotel reservations and logistical support for Project Staff and donor inside in Herat and outside from Herat (field visit to the related Districts).
  • Responsible administrative support to organization of conferences, workshops, retreats.
  • Reports to the project Technical Officer for any task related to the project.

Job Requirement

  • Bachelor’s Degree in Finance, MBA preferred,
  • At least 4 years of professional working experience in a similar position,
  •  Knowledge of QuickBooks, MS Office and Internet is must.
  • Excellent English, Pashto and Dari (spoken and written) skills,
  • High-level proficiency in MS Office and Internet applications,
  • Excellent communication and interpersonal skills.
  • Punctual and hard-working, desire to meet deadlines,
  • Strong Accountancy skills,
  • Comprehensive knowledge of QuickBooks.
