Job Description
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Head of Office is Save the Children’s most senior representative in Province and bears accountability for the timely, quality and compliant implementation of projects and operations in his/her provincial area. They will be expected to lead on all aspects of office including programme management, budget management including Partner program management, recruitment, supply chain, coordination, representation, security and logistics.
The Head of Office is also responsible for the maintenance of positive relationships with key stakeholders in the area; a strong oversight and grasp of internal controls; and overall contribution to the national programme. Access negotiations, agency coordination and partner engagement skills are essential.
Encouraging a field-centric approach, the Head of Office will also ensure that project sites are regularly visited by direct reports, that all projects adequately incorporate humanitarian preparedness and resilience, and that Save the Children works ‘from the ground up’.
SCOPE OF ROLE:
Reports to: Director Program Operations – East and Centre
Staff reporting to this post: Around 7 – 10; All Functional lead at Area Office, i.e. HR Coordinator, Finance Coordinator, Supply Chain Coordinator, Safety & Security Coordinator, Safeguarding Officer, Program Manager/Coordinator. It may change over time and some function may report to CO as well.
Close working relationships: Other Provincial Heads of Office, Awards Management CO, Partneships CO, PDQ CO, Head of Health and Nutrition, Head of Education & DCD Ops
Budget Responsibilities: 3-5 million USD inclusive of direct and partner implementation
Role Dimensions: Decisions require interpretation within a range of established alternatives. Problems are solved by selecting the most suitable procedure or method within guidelines and precedents. Direction is sought from Area Director when solutions are not within the established guidelines. The majority of decisions have impact limited to the Province of accountability. Responsible as a line manager for several/multiple functions/departments. The major responsibility of jobs at this level is supervising and coordinating major and varied work groups and the coordination of work programs. The job requires the establishment of standards, overall checking of progress, the formulation of policies, etc. Supervises positions/activities through managerial position(s) in one or more functional areas and who in turn supervises over five positions. The role is Accountable for material, financial and informational resource related to resource at a project or program level.

KEY AREAS OF ACCOUNTABILITY:
• Manage the design and implementation of programme and operational activities in the field office, effectively using the assistance of technical sector advisors and Operations Staff.
• Manage multiple grants across multiple sectors, ensuring that projects and reports are delivered according to SC and donor contractual requirements, within the agreed timescale and budget.
• Ensure effective award management is in place at field level to ensure that donor and SCI requirements are met
• Working with the Area Director to develop response plans (in times of emergency) and province level master budgets and contribute to Save the Children’s overall country strategy plan.
• Working closely with the Area Director and NBD to support fundraising for your Province, including development of high quality concept notes and proposals.
• Lead / support on partner identification and assessments with Partnership Coordinator and PDQ team
• Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames & BvAs, individual performance management work plans).
• Chair the Senior Management Team and AIR meetings in the province alongside the Deputy Head of Office (in Hub Offices), ensuring alignment with ToR and that meeting action points and updates are minuted and followed up on.
• Support on recruitment and ensure that programme/projects are adequately staffed
• Oversee/manage (as applicable) logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field base or area
• Develop and implement participatory assessment to contribute to programme planning and MEAL processes
• Manage and motivate field base staff to perform highly in their respective roles and responsibilities..This will include leading on staffing structure, recruitment, performance management and implementing staff welfare policy
• Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and SCI Code of Conduct.
Capacity Building:
• Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Step in as Budget Holder when needed to fill in staff gaps or staff capacity
Representation:
• Represents Save the Children with high-level government officials and parties to the conflict.
• Proactively drives access negotiations and upholds Save the Children’s red lines.
• Support partner relations as and when needed.
• Oversee agency coordination in the Province with all types of stakeholders, including participation in local forums, clusters and working groups.
• Participate to actively to establish, maintain, and improve active and regular working relationships with: provincial-level government and non-governmental authorities (e.g. Armed Opposition Groups), donors, partner agencies, and local and international NGOs.
General:
• Comply with Save the Children policies and practice with respect to child guarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
• Ensure the security, health and well-being of staff and that staff management and other processes and policies and systems reflect SC 's principles of equity and fairness.
• Take disciplinary action where required.
• Ensure appropriate gender and ethnic diversity within the programme team.
Risk Management
• Lead the creation and implementation of the risk management committee in Balkh
• Be accountable for development and implementation of mitigation measures related to key risks in Balkh.
• Liaise with relevant CO-level functions to report on and follow up on relevant risk mitigation measures in and flag issues
• Ensure that staff are fully aware of policies that prohibit fraud, nepotism, corruption and/or bribery and prevent and respond to Safeguarding incidents.
• Work closely with HR to promote a safe working environment for staff, children and adult beneficiaries.
• Ensure that staff follow HR procedures and that they respect official working hours, policies, anti-harassment and code of conduct policies.
• Ensure that all staff operate with the highest standards of professionalism, and in a manner that is gender-sensitive.
• Implement effective safety and security procedures for the area office, ensuring that these are updated and revised at regular intervals and that new programmes are built around security and risk considerations.

EXPERIENCE AND SKILLS
Essential
• 7+ years of project management experience
• 2+ years of experience in emergency response programmes, including rapid needs assessments and NFI distribution
• Fluent in English and Dari
• Solid grasp of internal policies and procedures as related to controls
• Good self-starter with effective time management skills

• Experience of logistics, procurement and supply chain management
