Job Description

The project Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will be responsible for the design, coordination, and implementation of the monitoring and evaluation, research, and learning framework of the Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, and reporting issues.

Main Duties of Project MEAL Officer:

  • Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
  • Develop the overall framework, for project M&E, for example, mid-term project review, impact assessment, and final evaluation, and develop a project Performance Monitoring Plan with relevant data collection systems.
  • Review the quality of work in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
  • Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
  • Collect data on a regular basis to measure achievement against the performance indicators.
  • Support project progress reporting, project mid-term review, and final evaluation.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings.
  • Produce reports on M&E findings and prepare presentations based on M&E data as required.
  • Provide the Program Manager with management information he may require.
  • Check that monitoring data are discussed in appropriate forums and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
  • Perform other duties as may be assigned by the OSAA PM and leadership.
 

Job Requirement

  1. A Bachelor’s degree or higher in Economics, Law and Political Science or Management
  2. At least 3 years field of experience in developing and implementing monitoring and evaluation strategies including design of systems and tools data analysis and report writing.
  3. Must be conversant with both qualitative and quantitative data collection methods and analysis.
  4. Previous experience working on large-scale humanitarian programs and experience developing project-based M&E systems.
  5. Extensive experience in research and monitoring and evaluation methodology and analysis (qualitative-quantitative participatory) using monitoring and evaluation techniques and approaches
  6. Must be fluent in Dari and Pashto and good knowledge of English is needed.
  7. Experience with office management software like MS Office (MS Excel and MS Word, specifically).
  8. A strong ability to develop support with people.
  9. Ability to handle multiple tasks simultaneously with prioritization.
  10. Strong interpersonal, networking, and communication skills.
  11. Teamwork is highly required.
  12. Able to work under pressure and under different circumstances.
