About ANCC: Afghanistan National Re-Construction Co-ordination (ANCC) is professionally managed committed Afghan, nongovernmental, non-political and nonprofit development oriented organization. It was established in 1994 to meet the dire needs of vulnerable Afghan refugees and internally displaced families at the time of civil war and factional fighting followed by Soviet Union’s invasion of the country and troops withdrawal in early 1990’s. Earlier it was registered with UN coordination body for Afghanistan in Pakistan. Presently, ANCC is registered with Ministry of Economy under registration number 117. Its main area of work is community development with participatory approaches. ANCC head office is located in Kabul with a regional office in Kandahar. For successful outreach and effective implementation of projects in target areas it has provincial offices in TarinKot city of Uruzgan, Zaranj city of Nimroz, Qalat city of Zabul, Lashkergah city of Helmand, Farah city, Gardez City of Paktia, Jalalabad city of Nanagarhar, Kandahar city and branch offices in districts of Nimroz, Uruzgan, Helmand, Farah, Zabul, Paktia, Nangarhar and Kandahar. ANCC has experienced staff that is all well versed with local areas, their cultures and social norms with strong community relations, including tribal elders, Shuras and government authorities.
Job Description
Duties & Responsibilities:
- Lead the planning and implementation of projects/program of ANCC and ensuring consistently high-quality implementation, accountability, transparency, compliance, and reporting;
- Look and make long-term partnership with new donors and find new opportunities for ANCC;
- Preparation of proposal, collection of data, analysis and report writing;
- Responsible for Team Performance Management and Coordination, assuring that the whole team contributes to timely, quality and transparent delivery of all projects activities through agreed upon implementation plans and strategies, in line with donor-approved plan, standards and operations manuals;
- Oversee and support the regional Manager, project/provincial managers and district staff in the capacity building, relation building with CDCs and local government in order to enhance their understanding to gradually take the lead role of their own development initiatives;
- Build effective working relationships with relevant line departments to support and build their capacity to assume ever-greater responsibility for ANCC projects/program implementation in the southern region;
- Ensure that ANCC’s commitment to gender mainstreaming and diversity in the workplace is given constant attention throughout the program implementation, from recruitment that is merit-based through to implementation.
- Regularly visit sub offices and communities to monitor field activities and meet with stakeholders to monitor, guide and support provincial and district staff and stakeholders in attaining the outcomes/results of the project, including monitoring and assessing staff performance and capacity building plans;
- Support the HQ team to establish, align, coordinate and monitor annual, quarterly and monthly work plans and budgets; Working closely with the Program Management Department to foster a culture of accountability and learning, including supporting provincial and district staff to document lessons learned, best practices, and collect regular case studies;
- Oversee the financial management of the project budget in close collaboration with the HQ and provincial finance team, including monitoring expenditure to ensure proper budget utilization at district and provincial level, identifying and explaining variance;
- Prepare a regional/provincial project procurement plan and execute it in line with donor and ANCC’s procurement policies and procedures in close coordination with HQ procurement unit;
- Establish and maintain excellent an active network with other development stakeholders, representing ANCC in coordination and learning meetings with GoV, NGOs and other external relationships;
- Preparing and publishing ANCC annual reports;
- Update ANCC website on regular basis;
- Approve Annual Performance Agreement and Assessment (APAA) of direct staff and ensure that all project staff have APAA;
- Ensure that the project staff receives adequate training to enable them to fully meet the requirements of their jobs;
- Ensure of creation a supportive environment under which the project staff can grow their personal professional skills;
Job Requirement
- Master’s or bachelor’s, degree in management or similar.
- At least 5-10 years’ experience in emergency and resilience orientated projects or community/rural development
- Working experience with southern region context particularly
- Preference will be given to the person who has experience in implementing emergency/resilience as senior official of the organization where he/she has worked
