NRC Afghanistan established operations in 2003, and currently maintains five area offices in Balkh, Hirat, Kabul, Kandahar, and Nangarhar, as well as field offices in hard-to-reach, displacement-affected provinces: Badghis, Faryab, Khost, Kunar, Kunduz, Nimroz, Sar-e Pul, and Uruzgan. NRC employs over 1,400 staff in Afghanistan, and works through direct implementation of programmes, to provide both emergency response and durable solutions for internally displaced Afghans, as well as returning Afghan refugees, and Waziristan refugees in southeastern Afghanistan. Purpose of the Job: The Logistics officer will work under the supervision of Logistics Coordinator-West in Herat Area Office. He/ She is responsible for logistical daily tasks which are mentioned in further detail as bellow. The Logistics Officer - Procurement will process procurement files and report procurement activities in a transparent and accountable way, ensuring that goods, works and services are delivered efficiently, in-line with NRC processes and procedures and in accordance with the principles off best values for money and other tasks which assign by his supervisor

Job Description

Generic Responsibilities:

Ensure adherence with NRC and donor policies, tools, handbooks and guidelines
Implement delegated CC project portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work
Promote and share ideas for technical improvement
Assist with the implementation of the support function portfolio according to plan of action
Promote and share ideas for improvement of the support function
Development of holistic and needs based programmes, including cash-based interventions and marked based programmes

Specific Responsibilities:

Plan and organize day to day procurement tasks and ensure that all activities pertaining to procurement function at Herat Area Office are carried out efficiently.
Ensure that right goods and services are procured as per specifications requested and keep the Requesting Department fully engaged from start to finish of the procurement process.  
Provide anti-corruption, transparency and cost-efficiency focus in all procurement processes
Prepare and develop status reports as required by management in weekly, bi-weekly and monthly basis
Maintain procurement files and ensure that all documents related to procurements are securely kept/filed.
Identify suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of Programme implementation in accordance with NRC logistics Guidelines.
Assess, negotiate and issue purchase orders & contracts to suppliers, vendors, providers and contractors of goods and services in accordance with NRC value for money principles
Responsible for preparing of vouchers of all financial transaction according to PR / invoice and relevant supporting documents
Receiving of cash advance for small purchasing and responsible for advance clearance with finance department
To updating of fuel consumption and report, Fuel stock report, vehicle’s maintenance cost on daily basis
Daily managing of NRC vehicles for project and support functions activities
Oversee all fleet related activities, spare parts fuel as well as vehicle maintenance, share all fleet monthly reports (fuel, repairs etc.)
Support and advise on transport requirements; duties of drivers ensuring timely services, issuing fuel, recording log-books and maintenance and repair/recovery of vehicles, among other related activities;
Prepare vehicles carpool reports and maintenance reports on a monthly and send to the Logistics coordinator.
Prepare generators reports (fuel consumption and maintenance) on monthly basis and send to the Logistics coordinator.
Assist in managing motor pool and providing transportation services to staff on daily basis for official use of project vehicles.
Ensure efficient vehicle movements planning based on program and support needs, managing the daily, weekly and monthly fleet/ vehicle allocation
Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses. 

Job Requirement

Qualification:

3 years’ experience in a similar role/position in an INGO or humanitarian agency.
Previous experience of working in a complex and volatile Logistic context.
Good in English, both written and verbal
Active problem solving with a focus on collegial working and supportive staff to own solutions.
Cultural sensitivity and ability to work with a diverse team.
Personal commitment and drive for timely and high-quality results
Proactive, able to multi-task and flexible to changing priorities.
Knowledge of cash-based interventions and market based programmes
Having knowledge of asset management and reporting
Good computer skills - MS Office & database.
Good control and supervisory skills
Good communication skills
Comfortable and willing to work in a dynamic security context.
Experience designing and implementing Logistical best practice.
Demonstrated experience of capacity building of staff through coaching, training and mentoring.
Dynamic and motivated with a positive and collegial attitude to joint problem solving.
Able to work under pressure, to tight deadlines, and with competing priorities.
