About Company
About TLO: The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) on good governance in connection to peace and reconstruction or reconciliation process. TLO has since evolved into as an independent Afghan NGO registered under number 611 with the Ministry of Economy of Afghanistan. TLO was founded with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management. The guidelines for these activities are strictly based on the “do-no-harm” approach and Conflict Sensitive Programm Management (CSPM), which are participatory and community-led.
Job Description
Purpose of the Training: In close coordination with Provincial Agriculture, Irrigation and Livestock Directorate and Project Management the trainer will take lead on development of training materials and modules align with training topics, prepare the training agenda, and presentation.
Key Task to be performed and Deliverables:
The trainer will share the already developed training materials with RAM NRM Technical expert to get their consent regarding training topics and incorporate their comments if any or send his/her developed training materials prior of training launching to TLO for sharing it with PAIL Directors in order to get their satisfaction with respect to developed training materials and schedule. A detailed work plan that will be included at least the following tasks:
- Develop training material, modules, agenda and presentation, share it with TLO-RAMA Project ENR Coordinator and NRM expert for review, and sharing with Daykundi PAIL Director for their inputs, finalizing staff list and training dates and venue.
- Lead on facilitation of training sessions on Basic principles of CBNRM, watershed rehabilitation principles, approach, activities, step by step guideline and Techniques for watershed restoration and rehabilitation, managing conflict in natural resource management, sustainable land management (SLM) and Rangeland Management for the 4 days’ period. The training topics are not limited to the mentioned topics above and the trainer can add other topics as per approved training agenda and matching with emerging NRM context.
- Lead on development and conducting pre and post-training assessment, and prepare a comprehensive training report.
- Facilitate the trainee’s practical works in closest area on soil and land management practices.
Main topics for training:
Based on the priority needs of the district extension and agriculture staff as well as according to the recommendation of the Provincial Agriculture, Irrigation and Livestock Directorate, the following topics should be considered by the NRM trainer:
- Natural Resource Management
- Watershed management
- Rangeland Management
- Conflict Management
- Proposal writing
- Medicinal plants production

Job Requirement
- Master Degree in Natural Resource Management or relevant fields
- Minimum 8-10 years of work experience in NRM (especially in Rangeland Management) or related fields
- Strong training facilitation and presentation skills
- Good understand of local context and ability to deliver training in national languages
- Strong and technical training design skills, including capacity to prepare coherent lesson plans, training modules and training materials
- Ability to integrate different experiences, methodologies, and approaches and technical experts in the NRM sector.
- Good report writing skills in English as per donor requirements
- Familiar with Daikundi context and rangelands
