Job Description

Basic Information & Conditions

The localized implemented portfolio consists, currently, of three main pillars, which are planned to be further strengthened and extended.

  • Provision of TVET to support income generating opportunities for young people and their HHs
  • Provision of humanitarian support to the most vulnerable HHs – cash-based food- and NFI-/winterization support
  • Provision of agricultural support to enhance HHs’ agricultural livelihood and strengthen resilience against the effects of global climate change

 HQ Programme Administrator Middle East & South-Central-Asia, Regional Finance Manager, Regional Procurement Focal Point, Global Safety & Security Manager

Duties and Responsibilities

Representation, Liaison & Fundraising

  • Manage and ensure the management of relations with the authorities, including relevant sectorial departments, with great care and consideration to safeguard impartiality and independence and the ethical standing of the organization, and to ensure a high-qualitative and timely implementation of planned interventions.
  • Proactively represent and ensure the representation of Help towards local implementing partners, local communities, local and international donors, institutions, and other stakeholders
  • Proactively promote and ensure promotion of Help’s vision, strategy and portfolio towards donors in Afghanistan to raise funding for future projects suitable to the portfolio

 

Human Resources Management & Leadership

  • Line-manage the local heads of departments in close coordination with HQ and regional structures and evaluate their performance
  • Ensure the correct flow of operational information between departments, regional structures, HQ and local implementing partners
  • Maintain the highest ethical standards and treat all people with respect

 

Partnership & Program Development

  • Ensure the identification and assessment of local implementing partners in close coordination with Helps regional structures and Help HQ
  • Ensure the guidance of local implementing partners through the process of project concept and proposal development (incl. budget) in close coordination with Help’s regional structures and Help HQ

 

Project Implementation

  •  Ensure the guidance and monitoring of local implementing partners through the process of project implementation planning, MEAL planning, visibility planning in line with Helps and donor implementation guidelines and in close cooperation with Help’s regional structures and Help HQ
  • Ensure the supervision and monitoring of the project implementation, procurement activities, financial management, MEAL activities and visibility activities in close coordination with Help’s regional structures and Help HQ
  • Ensure timely and high-quality reporting to Help’s regional structures, Help HQ, local donor agencies
  • Accompany local implementing partners to meetings with communities, humanitarian/development actors (UN, other (I)NGOs, NGO forum, etc.), relevant authorities

 

Compliance & Risk

  • Maintain a proactive approach to risk management, ensuring compliance with contractual requirements, statutory legislation, best practice and Help policies to limit liabilities and maximise programme efficiency.
  • Ensure that all activities are implemented in accordance with Help, governing statutory, donor/client and contract stipulated requirements, rules and regulations.

 

Safety & Security

  • Oversee the development, maintenance and implementation of security plans, policies and controls to ensure the safety and security of Help and local partners’ staff, assets and resources.
  • Support and coordinate field travel activities of Help HQ and regional personnel in close coordination with the global Safety & Security Manager.

Job Requirement

  • Postgraduate degree in International Humanitarian Action, Development Studies, International Relations, or similar relevant field. Exchange or research stays abroad would be an asset.

 

  • Additional degree in technical discipline i.e. agriculture, civil or water engineering, veterinary studies, geo-sciences would be an asset.

 

  • Excellent oral and written command of English, Dari and Pashto.

 

Qualifications

  • At least seven years of professional experience as Head of Mission, Country Director for International NGOs inside Afghanistan or abroad or at least 10 years in roles of increasing level of responsibility.

 

Job Location:

  •  Herat | with frequent travels to Kabul and the project sites in the provinces of Herat, Farah, Badghis and Ghor

 

Education:

  • Postgraduate degree in International Humanitarian Action, Development Studies, International Relations, or similar relevant field. Exchange or research stays abroad would be an asset.
