About Rehabilitation Association and Agriculture Development for Afghanistan (RAADA): Rehabilitation Association and Agriculture Development for Afghanistan (RAADA) started its humanitarian activities in 2002. As a local Non-Governmental Organization (NGO), RAADA started working in Herat Province and extended its activities in western Afghanistan (Herat, Farah, Ghor, and Badghis Provinces) with the Vision “Poverty no Longer Exists in the World” and the Mission Statement “Mitigating Poverty and Contributing to Reconstruction and Development Process in Afghanistan through Community-based Solutions and Interventions” Having a good analysis of the community needs, qualified staff, and sound management procedures, RAADA has designed and implemented various projects on Livelihood, Agriculture and Animal Husbandry, Human Rights, Women Empowerment, Disaster Risk Reduction, Water Supply, Health and Hygiene with the financial support it has received from CAID, JICA, Tawanmandi-DFID, US Embassy, UNHCR, VDT, WAR CHILD UK, UNFAO, WFP, WHH, DRC, Italian Cooperation, IRC and CRS.

Job Description

The project procurement officer implements the RAADA procurement policy considering the donor's logistic and procurement procedures and maintains procurement records and filling for a full audit trail standard under both RAADA and donor regulations. The officer must ensure the supplies are managed in the best manner possible and that money is not wasted.

The officer will generally be responsible for the below-mentioned tasks:

  • To organize and maintain procurement-related files and documents as per RAADA and donor-established standards.
  • To prepare travel and accommodation arrangements for all staff.
  • To provide technical and logistical support to the project staff as requested.
  • Conduct oneself in a professional and ethical manner at all times and will not enter into any activities that may adversely affect the image of RAADA and its respectable donors.
  • Ensure that related procurement records are properly updated
  • Maintain a very well-organized filing and documentation system in hard and soft copies.
  • Market survey to update prices for various program and non-program items
  • Update all databases regularly; supplier lists, price lists, and procurement databases
  • Participate in the procurement and tender committee meeting
  • Prepare documents to make payment requests to the finance department and ensure that the supplier payment is transferred on time
  • Ensure that principles of transparency and accountability are always followed
 

Job Requirement

  • Procurement and logistics knowledge
  • Minimum 3 years of working experience with NGOs in the same position
  • Experience in procurement positions in agricultural projects will be given priority
  • Computer skills (MS Office package)
  • Proficiency in English and other local languages (writing & speaking)
  • Analytical and problem-solving ability
  • Good knowledge and awareness of local and national markets
  • Ability to work both independently and as an effective team member
  • Professionalism in appearance and demeanor
  • Ability to travel to the project-targeted districts and villages
