Job Description

GENERAL MISSION

Reporting to the area Manager, the Training Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in Afghanistan. The Training Manager is contributing in the development and implementation of PHARDA project in intervention areas to ensure optimal quality and the impact of the project implemented by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, the training Manager shares responsibility for the sound management and effective functioning of the global organization. The training manager is based in Herat, with a technical managerial line with the Project Manager based in Kabul.

Mission/ Responsibilities

Mission 1: Management

  • Manager as a role model: embody HI's values on a daily basis, and be a role model.
  • Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Operational manager: organize the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behavior.

Mission 2: Strategy and steering

  • Contribute to the development of the program’s physical rehabilitation operational strategy
  • Contribute to program or country operational strategy (StratOp).

Mission 3: Operational implementation

Ensure the implementation of the PHARDA project in the intervention area (Herat), in line with the overall strategy, and implement the activities according to the project plans with the below specific tasks:

 

Responsibility 1: Enhance the potential for retention of capacities in key technical areas and successful engagement with physical rehabilitation services across Afghanistan of graduates from previous physical rehabilitation training program (TIQRA I and II), which involves the following specific activities:

  • Regularly follow employment of TIQRA-I/II and P&O graduates.
  • Actively follow the graduation documents of TIQRA-II Graduates with respective IHS and relevant departments.
  • Organise quarterly and ad hoc meetings and advocacy events with physical rehabilitation service providers at regional and provincial level – including, NGOs, BPHS/EPHS implementing partners and organisations delivering static and mobile physical rehabilitation services in the intervention areas.
  • Participate in the physiotherapy mentoring training and train more PT mentors in case of need.
  • Develop mentoring plans for each male and female graduate deployed in the intervention area.
  • Provide Mentoring support to the deployed physiotherapy graduates through on-the-job mentoring and training
  • Manage the Mentoring support of the deployed P&O graduates through hiring of P&O mentor, development of mentoring plans and follow up.
  • Ensure that activities are implemented in line with the project proposal and the allocated budget.
  • Oversee expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the program signature delegation table
  • Prepare and manage partnerships with the project implementation partners.
  • Guarantee the proper archiving of information including filling in the mentoring databases.

 

Responsibility 2: Contribute to the Improvement of the capacities of physical rehabilitation and health professionals, physiotherapy trainers, and mentors in Western or Southern region,

  • Set-up and inaugurate the RPTHs (Regional Physical Rehabilitation Training Hubs) in the intervention areas with the support of the area staff
  • Participate in the ToTs of the pre-identified PT trainings (Kabul, Mazar, Kandahr and Herat)
  • Implement the training plans, for each of the pre-identified thematic trainings, for the PTs of the intervention areas.
  • Deliver and supervise the pre-identified thematic area training to the PTs of the of the intervention areas.
  • Develop training plans for the health staff of the of the intervention areas to receive the training of orientation on disability and referral mechanisms to the rehab services.
  • Train health staff of the intervention areas on orientation on disability and referral mechanisms to the rehab services. 
  • Provide enough support to independent entities including the Afghanistan Association of Physiotherapists (AAPT) and the Afghan National Society of Orthotics and Prosthetics (ANSOP) to deliver additional physical rehabilitation trainings in the RPTH.

 

Responsibility 3: Ensure that project implementation complies with the existing frameworks

  • Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender- Disability policies) and the other HI internal standards.
  • Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies.

 

Responsibility 4: Ensure project monitoring, evaluation, accountability and learning

  • Provide inputs to the project monitoring, specifically activity progress indicators and the expected outcomes.
  • Ensure that the project is accountable to the local stakeholders.
  • Capture lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalizing on the acquired knowledge.

 

Responsibility 5: Ensure project data management

  • Utilize HI’s data collection and management tools
  • Ensure that data related to the project is collected and compiled in the project database.

 

Responsibility 6: Coordinate the teams involved in the project

  • Facilitate coordination meetings between his/her direct team and the support services located in the area when necessary.
  • Ensure that his/her team and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.
  • Take part in the project ISPR, kick-off meetings

Responsibility 7: Other

  • Perform any activity that is assigned by the Area Manager or Technical Line Manager when necessary.

Management skills

  • Being capable of helping team members to progress: developing his/her staff’s ability to work autonomously.
  • Knowing how to position oneself so things can move forward.
  • Knowing how to simplify and prioritize.
 

Job Requirement

Qualification:

1. Relevant studies (Physiotherapy having Diploma, Bachelor or master Degree),

2. Previous trainings in training management.

3. Proficiency In English

Experience:

1. At least three years of professional experience in teaching physiotherapy.

2. At least three years of professional experience in clinical physiotherapy

3. Previous experience as training manager/coordinator.

4. Understanding of physical rehab servicers,

Computer and IT Skill: Any computer and IT skills required to perform this job.
