About Afghanistan Institute for Civil Society (AICS): Civil society has long been a key factor in addressing a full range of issues in the social, cultural, religious, humanitarian and political life of Afghanistan. With the focus upon transition to Afghan leadership, civil society, particularly local and national non-governmental organizations (NGOs), have the potential to play an important and complementary role in Afghanistan in the delivery of the government’s priority programs, in supporting improved governance, in connecting the wider Afghan population to the state, and in advocating for the vulnerable and excluded. NGOs in Afghanistan face challenges, including financial and capacity gaps and a public trust deficit, in their endeavors to play such a role effectively. The government, the international community, and civil society have been considering methods by which to support NGOs to address these challenges and realize their potential, dating back to discussions at the Conference on Enabling Environment for Effective Private Sector Contribution to Development in Afghanistan in June 2007. One of the outcomes of these considerations was the formation of a working group, with representation from international and national NGOs, key national NGO networks, and civil society professionals, to establish an organization that will enable NGOs to address these challenges. The Afghanistan Institute for Civil Society (AICS) objectives are: To raise the credibility of the civil society sector by certifying local NGOs using locally defined and internationally recognized standards. To systemize capacity-building efforts by coordinating initiatives using measurable performance indicators. To strengthen the role of civil society in Afghanistan’s development through policy dialogue and active engagement with the government, donors, and the broader development sector. To provide a channel for resources for civil society by strengthening philanthropic and corporate social responsibility efforts.

Job Description

Under the Spotlight Initiative Country Programme for Afghanistan by UN-Women Afghanistan Institute for Civil Society (AICS) and Agha Khan Foundation (AKF) will implement grant-making work for women’s rights, women-led organizations including small and grassroots Grassroot women-led CSOs in Afghanistan – through the provision of programming grants and capacity development support.

The Monitoring and Evaluation Officer will develop the monitoring and evaluation system and strategy, M&E tools, and also identify/develop research processes and methods. S/he provides technical backstopping and oversees the smooth and effective implementation of the monitoring system; database, to ensure the project’s successes and lessons are captured, the report is shared with donors and stakeholders, and assure appropriate training to AICS staff. He/she will support the Executive Director (ED) and program units in enabling AICS to function as a lead player in designing and implementing programs and projects aimed at strengthening the civil society sector in Afghanistan.

  • Develop, design, and implement M&E systems, research methods, tools and approaches for data and information collection, analyses and provide constructive recommendations.
  • Support the ED and program team in developing and maintaining AICS’s and projects monitoring and evaluation plan, log frames and indicators including support in the development of research strategy and surveys/tools, strategies, policies and procedures and SOPs.
  • Oversee and execute monitoring and evaluation activities with particular focus on the results and impacts of the certification, systematizing capacity building and policy efforts and civil society activities and interventions.
  • Design and implement a system and mechanisms to identify, analyze, document and disseminate lessons learned and best practices.
  • Facilitate the exchange of experiences and knowledge sharing by supporting and coordinating participation in any existing and similar networks working particularly in civil society and certifications.
  • Support the program lead on writing AICS’s quarterly and annual progress reports including meeting any other urgent and on-time reporting requirements of the AICS.
  • Assist and ensure timely and effective production and update of publications, research materials/tools, policy and advocacy materials, newsletters, brochures, webpages and online social networks to gather with the communication team.
  • Develop and facilitate evaluation plans and mechanisms to evaluate and follow up on the evaluation recommendations for AICS’s impact, benefit and sustainability.
  • Provide technical and conceptual inputs to AICS’s strategic directions, goals and objectives.
  • Analyze program implementation reports against the recommendations and propose corrective measures.
  • Develop program performance monitoring and ensure updating of the tracking tools including other M&E tools in line with AICS M&E framework and calendar.
  • Work closely with the AICS program, management, and Executive Director to draw key messages, conclusions and recommendations from the research surveys, monitoring missions and internal/external evaluations.
  • Any other task recommended by direct supervisor
  • Strong diplomatic skills, a high level of cultural sensitivity, and familiarity with domestic and international work environment
  • Proactive, able to adjust quickly to the demands and AICS’s requirements, analytical and innovative thinking, very good in attention to details
  • Focused, familiar in working long hours both at the field and office levels
  • Willingness to undertake regular field visits (75%) and interact with various stakeholders related to civil society
  • Good personal organization, interpersonal and communication skills
  • Familiarity with and a supportive attitude towards processes of strengthening women led CSOs/LNGOs and building internal capacities for self-management
  • Significant within the scope of responsibilities

Job Requirement

  • Bachelor’s degree or master’s degree in social sciences, statistics information or another relevant development field. Minimum of (5) years senior level experience in Monitoring/Evaluation and reporting and or another relevant area. 
  • A bachelor’s degree in social sciences, statistics information or another relevant development field with Minimum of (5) years senior level experience in Monitoring/Evaluation and reporting.
  • Proven ability in managing and implementing projects and delivering results, particularly in the field of M&E and Research
  • Familiarity with computers and software packages, monitoring and evaluation, information management, report writing, communication, problem solving and decision making.
